STRATEGI SATUAN POLISI PAMONG PRAJA DALAM PENGAWASAN PARKIR LIAR DI KAWASAN PEMERINTAH KABUPATEN BANDUNG
Abstract
This article examines the strategy of the Public Order Agency (Satuan Polisi Pamong
Praja) in supervising illegal parking in the government area of Bandung Regency.
The study is grounded in the continuing problem of illegal parking in the Soreang
government complex, despite the existence of regulations concerning public order
and parking management. This condition indicates that the supervision strategy has
not been fully effective, particularly in ensuring public compliance, maintaining
orderly public spaces, and strengthening the authority of local government. This
study uses a qualitative method with a descriptive approach. Data were collected
through in-depth interviews, field observation, and documentation studies involving
officials and personnel of the Public Order Agency, the Transportation Agency,
parking attendants, local communities, and visitors to public service facilities. The
analysis applies Mulgan’s public strategy framework, which consists of purpose,
environment, direction, action, and learning. The findings show that the supervision
strategy has been implemented through patrols, direct enforcement, persuasive
warnings, and inter-agency coordination. However, the strategy has not been optimal
due to limited personnel, weak coordination with the Transportation Agency,
minimal technology-based monitoring facilities, permissive public behavior toward
illegal parking, and inconsistent sanction enforcement. The study concludes that
illegal parking supervision requires a more systematic, collaborative, data-based, and
sustainable strategy. Strengthening institutional capacity, improving inter-agency
coordination, utilizing technology, and increasing public awareness are essential to
creating a more orderly and accountable government area.
