EFEKTIVITAS PENYELENGGARAAN SISTEM PENGENDALIAN INTERNAL BADAN PENGAWAS PEMILIHAN UMUM (BAWASLU) DALAM PENGAWASAN PEMILIHAN KEPALA DAERAH SERENTAK TAHUN 2024 DI KOTA BANDUNG
Abstract
This article examines the effectiveness of the internal control system implemented by
the Election Supervisory Body (Bawaslu) in supervising the 2024 Simultaneous
Regional Head Election in Bandung City. The study is grounded in the empirical
concern that the internal control system of Bawaslu Bandung City has not been fully
effective in ensuring consistent, accountable, and risk-based electoral supervision.
Using a qualitative descriptive approach, data were collected through in-depth
interviews, observation, and documentation. The informants consisted of the
Coordinator of the Violation Handling and Dispute Resolution Division of Bawaslu
Bandung City, the Head of the Bandung City National Unity and Politics Agency, and
representatives of candidate campaign teams. The analysis applies Budiani’s
effectiveness indicators, namely target accuracy, socialization, goal accuracy, and
monitoring. The findings show that the internal control system has been conceptually
aligned with the supervisory needs of the 2024 election, particularly through risk
mapping, hierarchical coordination, and procedural supervision. However, its
implementation remains uneven due to limited supervisory resources, varying
capacities among ad hoc supervisors, weak cross-institutional data integration,
limited external communication with election participants, and insufficient follow-up
mechanisms. The article concludes that the effectiveness of Bawaslu’s internal
control system needs to be strengthened through risk-based supervision, continuous
capacity building, integrated early-warning data, transparent communication, and
more responsive monitoring mechanisms to enhance electoral integrity and public
trust in local democracy.
