Abstract

This study examines the implementation of the Indonesian government’s policy on the Free Nutritious Meal Program (Program Makan Bergizi Gratis) as a form of national defense strategy to strengthen food security in Serang Regency, Banten Province. Using the Pentahelix collaboration model, this study explores the roles of five key elements—government, academia, business, media, and the community—in the program’s implementation. The research employs a qualitative descriptive approach with data collected through interviews, observation, and documentation. The results show that the policy has been effectively implemented at the regional level through intersectoral collaboration. The local government has demonstrated commitment by integrating the program into local budgeting and involving schools as distribution points. However, challenges remain in logistical consistency, nutritional education, and sustainability beyond central government support. The findings reveal that the Pentahelix model strengthens policy synergy, ensuring that each stakeholder contributes proportionally to national food resilience and civic awareness. This study concludes that the Free Nutritious Meal Program not only supports human resource development but also fosters the spirit of national defense through social participation and food sovereignty.
