IMPLEMENTASI KEBIJAKAN PELAYANAN KEPEMILIKAN KARTU IDENTITAS ANAK (KIA) DI KABUPATEN MAGELANG

Abstract

The implementation of the Child Identity Card (Kartu Identitas Anak/KIA) policy represents a strategic step in strengthening Indonesia’s population administration system and ensuring children’s civil rights protection. This study aims to analyze the implementation of the KIA service policy in Magelang Regency using Merilee S. Grindle’s model of policy implementation, which emphasizes two dimensions: content of policy and context of implementation. Employing a qualitative descriptive approach, data were collected through in-depth interviews with the Department of Population and Civil Registration (Disdukcapil), sub-district officials, and service users, as well as direct observation and document analysis. The findings reveal that the KIA policy has been implemented according to national regulations; however, its effectiveness remains constrained by limited human resources, insufficient facilities, and low public awareness of the policy’s importance. The content of policy dimension shows that regulatory clarity and administrative structure are well established, yet gaps persist in socialization and resource distribution. Meanwhile, the context of implementation indicates that bureaucratic coordination and community participation have not been fully optimized. The study concludes that successful KIA policy implementation requires strengthening bureaucratic capacity, expanding digital-based services, and enhancing collaborative networks among institutions. This research contributes to the discourse on public policy implementation and offers practical recommendations for improving public service delivery in population administration.
