Abstract

This study aims to analyze the effectiveness of public health services provided by the Indonesian Army Hospital (RS TNI AD) Salak Bogor as a soft power instrument in strengthening military-civil relations. The hospital serves not only as a military medical facility but also as a center for community health outreach and a means of public diplomacy. Using a qualitative descriptive approach, data were collected through interviews, observation, and document analysis to examine the dimensions of effectiveness—service quality, accessibility, responsiveness, and public trust. The findings indicate that RSAD Salak has effectively utilized its health services to enhance the image of the Indonesian Army (TNI AD) as a people-centered institution. Through its integrated outreach programs, rapid response to health crises, and open collaboration with civilian institutions, the hospital demonstrates how defense institutions can exert non-coercive influence through humanitarian engagement. However, challenges remain in digital transformation and inter-institutional coordination. The study concludes that strengthening health service capacity and public communication is essential for sustaining TNI AD’s soft power in the civilian health domain.
