Abstract

This study aims to analyze the role of the Mayor in implementing the principles of good governance in the City of Bandung during the 2018–2023 period. The research uses Soerjono Soekanto’s theory of social roles, consisting of active, passive, and participatory roles, as the main analytical framework. The study applies a qualitative descriptive method with data collected through interviews with local government officials, civil society representatives, and documentation from the Bandung City Secretariat. The findings indicate that the Mayor of Bandung has performed an active role through policy innovation and bureaucratic reform initiatives, a passive role in ensuring regulatory compliance, and a participatory role in promoting community engagement and transparency. Despite these efforts, challenges remain in terms of bureaucratic inertia, public accountability, and digital service integration. The study concludes that the Mayor’s role has been crucial in steering Bandung toward a governance model based on transparency, accountability, and public participation, although sustainability requires stronger institutional capacity and civic collaboration.
