PENGARUH IMPLEMENTASI KEBIJAKAN DESA TANPA KEMISKINAN TERHADAP EFEKTIVITAS PENANGGULANGAN KEMISKINAN MELALUI BANTUAN LANGSUNG TUNAI DANA DESA Di KECAMATAN CIPATAT KABUPATEN BANDUNG BARAT
Abstract
This study aims to analyze the influence of the implementation of the Desa Tanpa Kemiskinan (DTK) policy on the effectiveness of poverty alleviation programs through direct cash assistance (Bantuan Langsung Tunai Dana Desa—BLT DD) in Cipatat District, West Bandung Regency. The research applies a quantitative descriptive approach using primary data obtained through questionnaires distributed to 90 respondents, including village officials, community beneficiaries, and program managers. The study employs multiple linear regression to assess the relationship between policy implementation dimensions, communication, resources, disposition, and bureaucratic structure (Edward III) and the effectiveness of poverty alleviation measured by target accuracy, program socialization, goal achievement, and monitoring (Budiani, 2007). The findings indicate a strong and positive correlation (R² = 0.900) between DTK policy implementation and poverty alleviation effectiveness, with a regression coefficient (β) of 0.658, showing significant influence. The results suggest that well-communicated policies, adequate resources, and responsive bureaucratic systems enhance the accuracy and sustainability of BLT DD programs. The study concludes that improving inter-organizational coordination and adaptive communication is crucial to optimize DTK policy outcomes at the village level.
