PERAN DINAS KETAHANAN PANGAN DAN PERTANIAN DALAM PEMBINAAN PROGRAM PETANI DAN PETERNAK ZILENIAL DI KECAMATAN CISARUA KABUPATEN BANDUNG BARAT

Abstract

This article examines the role of the Head of the Food Security and Agriculture Office
in fostering the Zillennial Farmers and Breeders Program in Cisarua District, West
Bandung Regency. The study is grounded in the strategic importance of agricultural
regeneration amid declining youth interest in farming, limited access to technology
and capital, inadequate infrastructure, and the persistent perception that agriculture
is a high-risk and low-prestige sector. This research uses a qualitative approach with
a descriptive method. Data were collected through in-depth interviews, observation,
and documentation involving officials of the Food Security and Agriculture Office,
agricultural extension workers, and young farmers in Cisarua District. The analysis
applies Suhardono’s role theory, which consists of three main indicators: facilitator,
mobilizer, and regulator. The findings show that the Head of the Office plays a
dominant role as a facilitator by providing access to production facilities, training,
extension services, technology, capital support, and market networks for zillennial
farmers and breeders. As a mobilizer, the Head of the Office has encouraged youth
participation through agricultural counseling, training, communication forums, and
promotional activities such as Fun Farmers Day. However, this role remains less
optimal due to weak community-based mobilization, limited use of digital media, and
insufficient multi-stakeholder collaboration. As a regulator, the Head of the Office has
supported the program through Regional Head Regulation Number 24 of 2023,
technical guidelines, operational standards, participant criteria, and coaching
mechanisms. Nevertheless, implementation still faces challenges related to unequal
access to land, capital, technology, training, and markets. The study concludes that
the Zillennial Farmers and Breeders Program requires stronger facilitation, more
adaptive mobilization, responsive regulation, updated farmer data, and broader
cross-sector collaboration to develop young farmers who are productive, innovative,
independent, and competitive.
