Abstract

This study aims to analyze the effectiveness of the policy on Retribution for Map Printing Costs of Building Changes implemented by the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Bandung City. Using Steers’ (1985) theory of effectiveness, the research focuses on three key dimensions: goal achievement, integration, and adaptation. This study employs a qualitative descriptive approach, supported by interviews, documentation, and observation to identify the extent to which the retribution policy achieves its objectives, supports organizational synergy, and adapts to external and internal changes in public service management.

The findings reveal that the implementation of the retribution policy has generally achieved its primary goal of increasing non-tax local revenue (PAD) through the optimization of administrative services in map printing for building change permits. However, challenges remain in bureaucratic coordination, public awareness, and digital adaptation of service processes. Integration among implementing units is still suboptimal, particularly between DPMPTSP, the Regional Financial Agency (BKAD), and the Cipta Karya Office. The study concludes that policy effectiveness depends not only on regulatory clarity and administrative compliance but also on organizational adaptability and responsiveness to technological and societal changes.
