IMPLEMENTASI KEBIJAKAN TENTANG PROGRAM REHABILITASI RUMAH TIDAK LAYAK HUNI BERDASARKAN PERATURAN GUBERNUR NOMOR 46 TAHUN 2015 DI KABUPATEN PURWAKARTA
Abstract
This study aims to analyze the implementation of the West Java Provincial Government’s policy on the Program for the Rehabilitation of Uninhabitable Houses (RUTILAHU) as stipulated in Governor Regulation No. 46 of 2015 in Purwakarta Regency. Using George C. Edward III’s implementation theory, which includes the dimensions of communication, resources, disposition, and bureaucratic structure, this research employs a qualitative descriptive approach. Data were obtained through in-depth interviews with government officials, community leaders, and program beneficiaries, as well as field observations and document reviews. The findings show that the implementation of the RUTILAHU program in Purwakarta generally runs effectively but is constrained by limited budget allocation and coordination among stakeholders. The communication dimension demonstrates that socialization and information flow have improved community understanding of the program. Resource-wise, human and financial constraints remain key obstacles. The disposition of implementers reflects a strong commitment to community welfare, while bureaucratic structures tend to be rigid and slow in administrative processes. This study concludes that policy implementation requires strengthened inter-organizational coordination and adaptive mechanisms to achieve sustainability.
