Abstrak

This study aims to analyze and describe the implementation of public service ethics in the field of population administration in the Cibuntu sub-district of Bandung Kulon, Bandung City. The researcher used a descriptive qualitative approach using Frederickson's principles of public service ethics, which include five indicators: 1) Fairness, 2) Transparency, 3) Accountability, 4) Integrity, and 5) Responsibility. The results of the study show that the implementation of public service ethics in the provision of population administration services has not been fully accepted by the community and there are obstacles such as the lack of awareness of officials to provide ethical services to the community, limitations in the population application system where the sub-district is only a user, which can lead to delays in fulfilling the community's needs, as well as obstacles in the data reporting system from the neighborhood or community associations, which do not provide complete or well-organized data. Therefore, the sub-district, especially the civil servants who provide population administration services, need to make improvements and increase moral awareness, responsibility, and understanding of ethics in providing services in order to restore and increase the trust of the community as citizens in the nearest local government unit, which should be able to maintain public trust.
