EFEKTIVITAS KERJA BADAN PERMUSYAWARATAN DESA DALAM MENINGKATKAN KESEJAHTERAAN MASYARAKAT DESA PATARUMAN

Abstract

Village development is a crucial foundation for improving community welfare, making the effectiveness of village institutions a strategic factor. This study aims to analyze the work effectiveness of the Village Consultative Body (Badan Permusyawaratan Desa/BPD) in enhancing community welfare in Pataruman Village, Cihampelas District, West Bandung Regency. A descriptive qualitative approach was employed with nine informants consisting of BPD members and community representatives. Data were collected through in-depth interviews, observations, and documentation, and analyzed using Miles & Huberman’s interactive model involving data reduction, display, and conclusion drawing. The findings indicate that the BPD of Pataruman Village has carried out its main functions effectively, including monitoring village fund management, channeling community aspirations, and deliberating village regulations with the village government. These efforts have strengthened transparency, ensured that citizens’ voices are accommodated, and maintained participatory governance. Nevertheless, challenges remain, such as limited resources, incomplete administrative documentation, and uneven implementation of certain programs. Overall, the BPD’s work effectiveness has contributed positively to community welfare, particularly in infrastructure development, social security, and economic empowerment. The study suggests the need to strengthen BPD’s capacity, improve coordination with the village government, and optimize community participation to realize more responsive and accountable village governance.
