PELAKSANAAN PROGRAM KARTU INDONESIA SEHAT (KIS) DALAM PELAYANAN KESEHATAN PADA MASYARAKAT DI DESA NGADIREDJO KECAMATAN SALAMAN KABUPATEN MAGELANG
Abstract
This research aims to analyze the implementation of the Kartu Indonesia Sehat (KIS) or Indonesia Health Card program in improving public health services in Ngadirejo Village, Salaman District, Magelang Regency. The study employs a qualitative descriptive approach to understand the extent to which the KIS program fulfills its objectives as a public health policy instrument under Indonesia’s National Health Insurance (Jaminan Kesehatan Nasional - JKN) framework. Data were collected through interviews, observations, and documentation involving key informants, including village officials, health workers, and program beneficiaries. The study applies the POAC (Planning, Organizing, Actuating, Controlling) management framework and the conceptual model of David C. Korten to evaluate the planning, implementation, and sustainability aspects of the KIS program. The findings indicate that although the KIS program has improved accessibility to healthcare for underprivileged communities, several obstacles persist, such as inactive membership, limited socialization, and inadequate administrative coordination between BPJS Kesehatan and village governments. The study concludes that the success of the KIS program depends not only on financial and institutional support but also on continuous community empowerment and effective local governance. It contributes theoretically to the understanding of public policy implementation at the village level and provides practical recommendations for improving health governance in Indonesia.
