PENGARUH PENGAWASAN PELAKSANAAN KEBIJAKAN KAWASAN TANPA ROKOK TERHADAP EFEKTIVITAS KETERTIBAN MEROKOK PADA FASILITAS UMUM DI KABUPATEN MAJALENGKA
Abstract
This article examines the effect of supervision in the implementation of the NonSmoking
Area policy on the effectiveness of smoking order in public facilities in
Majalengka Regency. The study is grounded in the persistence of smoking behavior in
public spaces despite the existence of Regional Head Regulation Number 4 of 2021
concerning Non-Smoking Areas. The main problem lies in the fact that policy
regulation has not been fully followed by consistent supervision, firm corrective
action, and strong public compliance. This research uses an explanatory research
type with a quantitative approach and survey method. Data were collected through
questionnaires distributed to 100 respondents who were users of public facilities in
Non-Smoking Area locations, selected using accidental sampling. The data were
analyzed using descriptive statistics, validity and reliability tests, classical
assumption tests, simple linear regression, significance testing, and coefficient of
determination. The analysis applies Koontz and O’Donnell’s supervision framework,
which includes supervision linked to plans and positions, leadership, important
deviations, objectivity, flexibility, efficiency, and corrective action. The effectiveness
variable is analyzed through Budiani’s dimensions, namely program target accuracy,
program socialization, goal achievement, and program monitoring. The findings
show that supervision of the Non-Smoking Area policy implementation is in the
“sufficient” category with an achievement level of 64.42%, while the effectiveness of
smoking order in public facilities is also in the “sufficient” category with an
achievement level of 65.48%. Statistical testing proves that supervision has a positive
and significant effect on the effectiveness of smoking order, with a contribution of
74.7%, while the remaining 25.3% is influenced by other factors outside the research
model. This article concludes that stronger supervision, corrective action, consistent
sanctions, continuous socialization, and participatory monitoring are essential to
improve the effectiveness of Non-Smoking Area policy in Majalengka Regency.
