PENGEMBANGAN KAPASITAS PEMERINTAHAN DESA DALAM PENYELENGGARAAN ADMINISTRASI PEMERINTAHAN DESA PADAASIH KECAMATAN CISARUA KABUPATEN BANDUNG BARAT
Abstract
This article examines the development of village government capacity in the
implementation of village government administration in Padaasih Village, Cisarua
District, West Bandung Regency. The study is grounded in the problem that the
capacity of the village government has not been fully optimal in supporting effective,
orderly, and accountable administrative services for the village community. Using a
descriptive analytical method with a qualitative approach, data were collected
through interviews, observation, and documentation. The informants consisted of the
village head, village secretary, village officials, hamlet heads, members of the Village
Consultative Body, and community representatives. The analysis applies the capacitybuilding
framework, which includes human resource development, organizational
strengthening, and institutional reform. The findings show that human resource
development has been carried out through training, inauguration, task allocation,
and salary provision; however, the technical capacity of village officials remains
limited, particularly in archive management, administrative order, and the use of
information technology. Organizational strengthening has been supported by
internal coordination, leadership, communication, and a service culture based on
courtesy, yet it still faces challenges such as vacant positions, overlapping duties, and
informal service practices. Institutional reform has been reflected in village
autonomy, the preparation of the Village Medium-Term Development Plan, and
community involvement in development planning, but several village programs have
not been implemented consistently. This article concludes that capacity development
in Padaasih Village has been implemented but requires further strengthening to
improve administrative discipline, service quality, transparency, and accountability
in village governance.
