PELAKSANAAN FUNGSI PENGAWASAN DPRD KOTA CIMAHI
Abstract
This study analyzes the implementation of the supervisory function of the Regional People's Representative Council (DPRD) of Cimahi City within the framework of local governance. Using a descriptive qualitative method, this research explores the dynamics between the DPRD and the executive branch in carrying out oversight duties mandated by Law No. 23 of 2014 and Government Regulation No. 12 of 2018. Data were collected through in-depth interviews with DPRD leaders, commission heads, and selected members, as well as document analysis and direct observation. The results show that the supervisory function of DPRD Cimahi has not been optimally implemented due to political interests, limited technical capacity, and weak coordination with the Inspectorate. Supervision tends to be reactive rather than strategic, with limited public participation. This study concludes that effective legislative oversight requires institutional strengthening, professional capacity development, and the depoliticization of supervisory practices. Theoretically, the study contributes to the development of local governance oversight models in Indonesia, emphasizing the transformation of political oversight into a professional control mechanism for public accountability.
