PERAN DINAS SOSIAL DAN PEMBERDAYAAN MASYARAKAT DAN DESA (DINSOSPERMADES) DALAM PENGEMBANGAN PROGRAM BADAN USAHA BERSAMA MILIK DESA (BUMADES) DI KABUPATEN BANYUMAS
Abstract
This study aims to analyze the role of the Department of Social Affairs and Community Empowerment (Dinsospermades) in developing the Village Joint Business Entity Program (Badan Usaha Milik Desa Bersama or BUMADes) in Banyumas Regency. The research uses the role theory proposed by Horoepoetri and Santosa (2003), which includes five dimensions: role as policy, strategy, communication tool, dispute resolution mechanism, and therapy. The study employed a descriptive qualitative approach, using interviews, observations, and documentation as data collection techniques.
The findings show that Dinsospermades plays an important role as a facilitator, mediator, and supervisor in the development of BUMADes. The department has succeeded in promoting inter-village cooperation and creating an institutional framework that supports local economic growth. However, the implementation of its roles is still constrained by limited human resources, uneven institutional capacity across villages, and low community participation. The study concludes that optimizing the institutional role of Dinsospermades is essential for strengthening BUMADes as a sustainable rural economic institution.
