Abstract

The shift in international relations issues from traditional to non-traditional makes the issue of clean water and sanitation important. Article 24 of the Convention on the Rights of the Child states that every child has the right to clean water and sanitation to support their growth. Palestine is one of the countries that struggles to fulfill children's right to clean water and sanitation due to conflict. This research examines the role played by UNICEF through the Humanitarian Action for Children (HAC) program in fulfilling children's rights to clean water and sanitation in Palestine in 2020-2023. The method used in the research is a qualitative method with literature study data collection techniques. The theory used is the institutional liberalism approach and uses the concept of role according to Clive Archer to explain UNICEF in carrying out its role based on the values set by international organizations. Based on the results of the research, it can be concluded that UNICEF has successfully carried out its role as an instrument, arena and independent actor by showing its commitment to fulfilling children's rights to clean water and sanitation in Palestine.
