KOLABORASI LEMBAGA PEMERINTAHAN DAERAH DALAM PELAKSANAAN PERATURAN DAERAH NOMOR 15 TAHUN 2019 TENTANG PERLINDUNGAN DAN PEMENUHAN HAK PENYANDANG DISABILITAS DI KOTA BANDUNG
Abstract
This study aims to analyze the collaboration among local government agencies in implementing the Regional Regulation of Bandung City Number 15 of 2019 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities. The research focuses on examining the dynamics of cross-sectoral coordination through the lens of Goldsmith and Kettl’s (2009) collaborative governance theory, which emphasizes five key dimensions: network structure, commitment to a common purpose, trust among participants, information sharing, and access to resources. This qualitative research employed a descriptive approach using interviews, observations, and document analysis involving officials from related agencies and community organizations. The findings reveal that inter-agency collaboration has been established through horizontal network structures coordinated by the Social Affairs Office. However, challenges remain in operational integration, consistency of commitment, information transparency, and resource limitations. The study concludes that collaboration in implementing disability policy in Bandung City has reached a strengthening phase but has not yet achieved mature collaboration. Strengthening institutional capacity, improving data integration, and fostering shared responsibility are crucial to ensuring an inclusive, participatory, and sustainable local governance framework.
