IMPLEMENTASI PERATURAN PEMERINTAH NOMOR 5 TAHUN 2021 TENTANG PENYELENGGARAAN PERIZINAN BERUSAHA BERBASIS RISIKO MELALUI PELAYANAN ONLINE SINGLE SUBMISSION (OSS) TA. 2023 - TA. 2024 DI KOTA BANDUNG
Abstract
This study, entitled “Implementation of Government Regulation Number 5 of 2021 on Risk-Based Business Licensing through the Online Single Submission (OSS) System in Bandung City (2023–2024)”, aims to analyze how the OSS system functions as a digital governance instrument to simplify business licensing in Indonesia. The study applies the policy implementation theory of Meter and Horn (Subarsono, 2005) which emphasizes five key indicators: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication, and the social, economic, and political environment. Using a qualitative descriptive method, data were collected through in-depth interviews, observation, and documentation with key informants from the DPMPTSP (Investment and One-Stop Integrated Services Agency) of Bandung City and business actors.
The results show that the OSS system in Bandung has succeeded in improving licensing transparency and accessibility but still faces structural, technical, and human resource limitations. Integration across institutions remains suboptimal, while digital literacy gaps among small business owners hinder system effectiveness. Efforts such as public assistance, helpdesks, and local application innovations (Hay.U Bandung and GAMPIL) have contributed to performance improvement, yet challenges remain in communication coordination and system synchronization. This study concludes that the effectiveness of OSS implementation depends on institutional synergy, technological readiness, and the digital competence of implementers and users.
