PENGAWASAN TENAGA KERJA ASING BERDASARKAN PERATURAN PEMERINTAH NOMOR 34 TAHUN 2021 DI PROVINSI JAWA BARAT

Abstract

This study analyzes the implementation of foreign labor supervision based on Government Regulation Number 34 of 2021 in West Java Province. The research aims to identify the effectiveness, mechanisms, and challenges of foreign worker supervision conducted by relevant government institutions, including the Manpower and Transmigration Office and the National and Political Unity Agency (Kesbangpol). Using a qualitative descriptive approach, this study describes the process of policy implementation and control, as well as the inter-agency coordination system. Data were obtained through literature review, observation, and document analysis. The results indicate that the supervision of foreign workers has been regulated through clear procedures and legal frameworks; however, its implementation still faces obstacles, such as limited human resources, overlapping institutional authority, and low data integration. The study concludes that effective foreign labor supervision requires strengthening institutional coordination, enhancing monitoring capacity, and developing a digitalized reporting system to ensure transparency and accountability in the employment of foreign labor in West Java.
