PEMBERDAYAAN POTENSI EKOWISATA BERBASIS SUMBER DAYA LOKAL DI KAWASAN WADUK JATIGEDE OLEH DINAS PARIWISATA, KEBUDAYAAN, PEMUDA DAN OLAHRAGA KABUPATEN SUMEDANG
Abstract
This study aims to analyze the empowerment of local resources in developing ecotourism at Jatigede Reservoir, Sumedang Regency, carried out by the Department of Tourism, Culture, Youth, and Sports. The research focuses on the role of local government in promoting sustainable tourism that integrates environmental conservation, economic empowerment, and cultural preservation. Using a qualitative descriptive approach, data were collected through in-depth interviews with local government officials, community groups, and tourism actors, supported by field observation and documentation. The study applies Ife’s (1995) empowerment theory, consisting of community development, empowerment, participation, and capacity building. The results show that the Department of Tourism has implemented several empowerment programs such as training for tourism awareness groups, promotion of local products, and collaboration with private investors. However, challenges persist in institutional coordination, community involvement, and limited infrastructure. The study concludes that ecotourism empowerment at Jatigede Reservoir has progressed but requires stronger collaboration between government, communities, and local entrepreneurs to realize inclusive and sustainable tourism development.
