PERAN PEMERINTAH DESA DALAM PENATAAN LINGKUNGAN PEMUKIMAN BERBASIS KOMUNITAS DI DESA LABUHAN KECAMATAN MANCAK

Abstract

This study explores the role of village government in community-based settlement environmental management in Labuhan Village, Mancak District, Serang Regency. Using a qualitative descriptive approach, the research aims to analyze the government’s role as a dynamizer, catalyst, regulator, and mobilizer in promoting environmentally sustainable practices. Data were collected through in-depth interviews, observations, and documentation involving village officials, community leaders, and residents participating in environmental programs. The findings show that the dynamizer role is manifested in the government’s initiatives to innovate and lead environmental management efforts. The catalyst role is evident through the government’s ability to encourage collaboration between residents and local organizations. As a regulator, the village formulates policies, provides legal certainty, and supervises environmental standards. Meanwhile, the mobilizer role appears in community empowerment efforts and the activation of collective participation. The study concludes that sustainable settlement governance requires village government to play all four roles synergistically, ensuring that community-based environmental programs continue to evolve.
