IMPLEMENTASI PERATURAN PEMERINTAH NOMOR 94 TAHUN 2021 TENTANG DISIPLIN APARATUR SIPIL NEGARA DI KECAMATAN CIMAHI SELATAN KOTA CIMAHI
Abstract
This research analyzes the implementation of Government Regulation Number 94 of 2021 concerning the Discipline of Civil Servants in Cimahi Selatan District, Cimahi City. The study aims to describe and evaluate how communication, resources, disposition, and bureaucratic structure influence the enforcement of discipline among civil servants. Using George C. Edward III’s implementation theory, this study applies a qualitative descriptive approach with data collected through interviews, observations, and documentation involving sub-district officials, staff, and community representatives. The findings indicate that the implementation of the regulation has generally been effective, but challenges remain in consistency, supervision, and leadership attitude. Communication across hierarchical levels is clear and procedural; however, limited resources and varying levels of commitment among staff affect policy outcomes. The study concludes that a combination of strong leadership, transparent communication, and institutionalized supervision mechanisms are crucial for fostering a culture of discipline among civil servants. This research contributes both theoretically by reinforcing the application of Edward’s model in local governance, and practically by providing recommendations for enhancing bureaucratic discipline at the district level.
