KOLABORASI SIPIL MILITER PADA PROGRAM GERAKAN PANGAN MURAH PEMERINTAH KOTA BANDUNG DALAM RANGKA MENINGKATKAN KETAHANAN PANGAN
Abstract
Civil-military collaboration plays an increasingly important role in addressing complex social issues, including food security. This study analyzes the collaboration between the Bandung City Government and military institutions in implementing the Gerakan Pangan Murah (Cheap Food Movement) program as part of food security efforts. Using the framework of Tirrel and Clay (2010), which conceptualizes collaboration development across five stages—exploration, formation, growth, maturity, and termination—this research applies a qualitative descriptive method. Data were collected through in-depth interviews with government officials, military representatives, and community members, complemented by field observations and document reviews. The findings indicate that collaboration began with initial exploration through shared concerns over rising food prices, followed by the formation of joint task forces. At the growth stage, civil-military coordination expanded into routine operations supported by public participation. In the maturity phase, collaboration achieved higher effectiveness through integrated communication channels, although sustainability remained dependent on resource allocation. The study also identifies supporting factors such as strong leadership commitment, public trust, and institutional synergy, alongside barriers including limited budgets, bureaucratic complexity, and occasional role overlap. In conclusion, civil-military collaboration in Bandung’s Cheap Food Movement demonstrates practical contributions to stabilizing food supply and prices, while also offering theoretical insights into collaborative governance. Sustainable progress, however, requires consistent policy support, stronger institutional frameworks, and the development of inclusive community participation.
