STRATEGI PEMERINTAH DAERAH DALAM PENANGANAN KONFLIK SOSIAL UNTUK MEWUJUDKAN STABILITAS WILAYAH (STUDI KASUS DI KOTA BANDUNG)
Abstract
Handling social conflicts has become a strategic issue that local
governments must address to achieve desired regional stability. Bandung,
as one of the major cities in Indonesia, is not immune to these challenges.
Social conflicts in this area are often triggered by various factors, including
social, economic, and cultural differences, which, if not managed well, can
threaten stability and public order. This study aims to analyze in-depth the
strategies implemented by the Bandung City Government in managing social
conflicts and how these strategies contribute to achieving regional stability.
The research employs a qualitative methodology, with data collection
techniques including in-depth interviews, literature review, documentation,
and observation. Data were gathered from the Bandung City Government and
relevant literature.
The findings reveal that despite efforts involving community dialogue,
public participation, and inclusive policies, the effectiveness of these
strategies remains suboptimal. Main obstacles include limitations in
institutional capacity, budget constraints, as well as coordination and
cultural challenges. Community participation has proven crucial in
supporting conflict management strategies, emphasizing active involvement
from various parties. Recommendations from this study include
strengthening collaboration between the government, NGOs, the private
sector, and local communities, as well as utilizing technology for conflict
monitoring and reporting. Enhancing institutional capacity and public
education is also necessary to bolster conflict management and active
participation. A flexible approach and economic empowerment are expected
to address social inequalities, while promoting a culture of peace can
strengthen community relationships. These measures are anticipated to help
the Bandung City Government achieve sustainable regional stability and
effectively manage social conflicts.
