OPTIMALISASI MANAJEMEN KULTUR PADA SATUAN INTELIJEN DI WILAYAH PAPUA DAN PAPUA TENGAH DALAM RANGKA MENJAGA KEUTUHAN NKRI
Abstract
Papua and Central Papua present complex challenges, including diverse sociocultural dynamics and significant separatist activities. The objective of this study is to
analyze the planning, organization, and implementation of cultural management in
intelligence operations within these regions and to evaluate the factors influencing the
effectiveness of these operations.
The findings indicate that while intelligence units possess a deep understanding of
local dynamics and adequate technological support, they face significant challenges in
coordinating with local governments and managing human resources. Furthermore, the
implementation of strategies based on local cultural understanding is often hindered by
differing priorities between central and local governments, as well as gaps in cultural
knowledge among intelligence personnel. To address these challenges, the study
recommends enhancing cultural training for personnel, improving inter-agency
coordination, and developing more adaptive and participatory policies.
