PERAN DINAS PEMBERDAYAAN MASYARAKAT DAN DESA DALAM PEMBINAAN PEMERINTAHAN DESA DI KABUPATEN BANDUNG BARAT

Abstract

This study aims to analyze the role of the Office of Community and Village Empowerment (DPMD) of West Bandung Regency in guiding village governance, viewed through the framework of role theory, which includes five dimensions: the role as policy, the role as strategy, the role as communication tool, the role as dispute resolution instrument, and the role as therapy. This research employs a qualitative descriptive approach to describe the dynamics of DPMD’s role in enhancing village administrative capacity, policy synchronization, and institutional governance. Data were collected through interviews, observation, and documentation with key informants from the DPMD, village heads, and community empowerment facilitators. The findings show that the DPMD plays a central role in formulating and implementing village governance policies, serving as a strategic intermediary between the district government and village administrations. However, its function as a dispute resolution and therapeutic instrument remains limited due to bureaucratic constraints and resource shortages. The study concludes that strengthening DPMD’s roles in facilitation, communication, and conflict management is crucial for realizing effective, participatory, and sustainable village governance.
