EFEKTIVITAS KEBIJAKAN PENATAAN KAWASAN PERMUKIMAN MELALUI PROGRAM KOTA TANPA KUMUH (KOTAKU) BERDASARKAN PERATURAN MENTERI PEKERJAAN UMUM DAN PERUMAHAN RAKYAT NOMOR 14 TAHUN 2018 DI KOTA BANDUNG
Abstract
This study aims to analyze the effectiveness of urban settlement management policies through the Kota Tanpa Kumuh (Kotaku) Program in Bandung City. The program represents the Indonesian government’s national initiative to improve urban slum areas by increasing access to basic infrastructure and community-based participation. The research employed a qualitative descriptive method, with data obtained through in-depth interviews, observation, and documentation involving government officials and residents in slum areas. Data were analyzed using the Miles and Huberman interactive model, including data reduction, data display, and conclusion drawing. The findings reveal that the effectiveness of the Kotaku Program implementation in Bandung City has not been fully optimal. Limited community participation, insufficient socialization, and weak coordination among local actors have reduced the program’s impact. However, the program succeeded in improving access to clean water, road infrastructure, and sanitation in several locations. The study concludes that the effectiveness of the Kotaku Program requires stronger collaboration between the government, private sector, and society, along with improved innovation in local implementation strategies.
