PENGAWASAN DINAS TENAGA KERJA DAN TRANSMIGRASI DALAM PELAKSANAAN UPAH MINIMUM PROVINSI (UMP) BERDASARKAN PERATURAN MENTERI KETENAGAKERJAAN NOMOR 1 TAHUN 2020 DI PROVISI JAWA BARAT
Abstract
This study aims to analyze the supervision carried out by the Department of Manpower and Transmigration (Disnakertrans) of West Java Province regarding the implementation of the Provincial Minimum Wage (UMP) based on the Minister of Manpower Regulation Number 1 of 2020. The research adopts a qualitative descriptive approach, focusing on the supervisory mechanisms, challenges, and follow-up actions taken by the agency. Data were collected through interviews, observation, and documentation with officials from the Manpower Supervision Division, labor inspectors, and company representatives. The study uses Robbins and Coulter’s (in Satriadi, 2016) framework which includes four stages of control: standards, measurement, comparison, and action. The findings indicate that supervision of UMP implementation has been carried out according to regulations, but its effectiveness is hindered by limited human resources, uneven company compliance, and insufficient coordination with local governments. The standards have been clearly established following the Ministerial Decree, measurement is done through routine inspection reports, comparison is conducted by evaluating wage data against UMP provisions, and corrective actions are taken through administrative sanctions and mediation. The study concludes that stronger institutional capacity, digital-based monitoring systems, and periodic evaluation are necessary to ensure fair wage implementation in West Java Province.
