COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SAMPAH DI KOTA BANDUNG (Studi Kasus di Pasar Induk Gedebage dan Pasar Caringin)
Abstract
This study analyzes the implementation of collaborative governance in waste management at Gedebage and Caringin traditional markets in Bandung City. Waste management has become one of the most complex urban governance challenges due to increasing waste generation, limited landfill capacity, and low levels of community participation. Using the collaborative governance model by Ansell and Gash (2008), this research explores the interaction among stakeholders—government, private sector, market managers, and the community—in managing market waste. The research employs a qualitative descriptive approach with data collected through interviews, field observations, and document analysis. The results reveal that collaborative processes have begun to take shape, with the local government acting as a facilitator rather than a sole regulator. However, challenges remain in building mutual trust, resource commitment, and shared understanding among stakeholders. The study concludes that effective collaboration in waste management requires not only regulatory frameworks but also continuous communication, transparency, and empowerment of local waste management groups to achieve sustainable urban governance.
