PERAN BADAN KESATUAN BANGSA DAN POLITIK KOTA DEPOK DALAM PEMBINAAN ORGANISASI MASYARAKAT
Abstract
The role of local government institutions in managing and guiding community organizations is a crucial aspect of fostering democratic governance at the grassroots level. This study examines the role of the Badan Kesatuan Bangsa dan Politik (Kesbangpol) of Depok City in fostering community organizations, focusing on three main aspects: their roles, the obstacles faced, and the efforts made to overcome these challenges. Using Soekanto’s theory of roles—which classifies active, passive, and participatory roles—the study employs a qualitative descriptive method. Data were collected through interviews with Kesbangpol officials, community organization representatives, and local stakeholders, as well as observations and document analysis. The findings reveal that Kesbangpol plays an active role through guidance, verification, and legal facilitation of community organizations; a passive role through monitoring and ensuring compliance with existing regulations; and a participatory role by involving community organizations in political education and social programs. However, challenges such as limited human resources, budgetary constraints, and overlapping regulations hinder optimal performance. To address these issues, Kesbangpol has undertaken efforts such as capacity building for staff, collaboration with other agencies, and the use of digital platforms for registration and monitoring of organizations. The study concludes that while Kesbangpol has made significant contributions to strengthening community organization governance, sustainable improvements require consistent institutional support, regulatory simplification, and broader stakeholder participation.
