PERAN INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM) DALAM MENANGANI MASALAH PERDAGANGAN MANUSIA DI KOTA BATAM TAHUN 2022-2024
Abstract
Human trafficking is a complex transnational crime that frequently occurs in strategic areas such as Batam City, due to its proximity to destination countries like Singapore and Malaysia. This location makes Batam a vulnerable transit point, particularly for the exploitation of vulnerable groups. This study aims to analyze the role of the International Organization for Migration (IOM) in addressing human trafficking in Batam during the 2022–2024 period. The research employs a qualitative method with a case study approach, supported by literature review from various secondary sources. The findings show that IOM acts as an instrument, arena, and actor through various programs such as law enforcement training, victim rehabilitation and social reintegration, economic empowerment, prevention campaigns, and voluntary return support. IOM also contributes to strengthening local institutional capacity and fostering cross-sector collaboration. However, challenges remain, including limited local resources and coordination gaps. Nevertheless, IOM’s role is proven to be significant in enhancing a more collaborative, humane, and sustainable approach to combating human trafficking in Batam City.
