STRATEGI PENERAPAN GOOD GOVERNANCE DALAM PENGELOLAAN DANA DESA DI DESA CIBODAS KECAMATAN LEMBANG KABUPATEN BANDUNG BARAT
Abstract
The implementation of good governance principles in the management of village funds is an essential aspect of ensuring transparency, accountability, and participatory development at the local level. This study aims to analyze the optimization of good governance in village fund management through the Strategic Triangle approach by Mark Moore, encompassing three dimensions: public value, operational capacity, and legitimacy and support. Using a qualitative descriptive method, data were collected through interviews, observation, and documentation at Cibodas Village, Lembang Subdistrict, West Bandung Regency. The results reveal that the realization of public value is reflected in the enhancement of community welfare through transparent budgeting and development projects responsive to public needs. However, challenges remain in the consistency of information disclosure and community involvement. The operational capacity dimension indicates limited technical and human resources in planning, implementing, and monitoring projects. Meanwhile, legitimacy and support are shaped by the synergy between village government, local institutions, and the community, though still constrained by bureaucratic rigidity and uneven participation. The findings contribute to both theory and practice by emphasizing the necessity of strengthening institutional capacity, participatory mechanisms, and inter-organizational collaboration to ensure sustainable governance of village funds.
