Abstract

This research analyzes the collaborative governance between sub-district heads (Camat) and military commanders (Danramil) in implementing the Free Nutritious Meal Program in Martapura District, Ogan Komering Ulu Timur Regency, South Sumatra Province. Using Emerson, Nabatchi, and Balogh’s (2012) collaborative governance framework, the study explores four dimensions: drivers of collaboration, principled engagement, shared motivation, and capacity for joint action. The research employs a qualitative descriptive method with data obtained through interviews, observation, and documentation from civil and military officials as well as community representatives. The findings indicate that collaboration between civil and military sectors has contributed positively to the program’s implementation, ensuring equitable food distribution, improved nutritional access, and community participation. However, challenges remain, particularly in resource management, coordination frequency, and communication flow between sectors. The study concludes that collaboration is most effective when based on mutual trust, leadership synergy, and institutional support. This research provides theoretical reinforcement for collaborative governance in local administration and practical insights into strengthening civil–military partnerships in social welfare programs.
