EVALUASI KEBIJAKAN PEMERINTAH DAERAH TENTANG PROGRAM PERCEPATAN PENURUNAN STUNTING DI KABUPATEN BOGOR

Abstract

The issue of stunting has become a national priority in Indonesia, as it directly affects human resource quality and future development. This study evaluates the policy of the Bogor Regency Government in accelerating stunting reduction programs using Dunn’s (2003) framework, which consists of five dimensions: effectiveness, adequacy, equity, responsiveness, and appropriateness. A qualitative descriptive approach was applied, with data collected through in-depth interviews with local government officials, health workers, and community representatives, as well as observations and document reviews. The findings reveal that the stunting reduction policy has been effective in increasing public awareness and improving access to nutrition programs. However, its adequacy in fully addressing the determinants of stunting, such as sanitation and poverty, remains limited. Equity challenges were identified, as some remote areas still experience unequal access to health services. Responsiveness was relatively good, with communities actively involved in integrated service posts (posyandu) and health campaigns, though feedback mechanisms remain weak. Appropriateness analysis indicates that the policy aligns with national priorities but requires stronger inter-sectoral coordination. The study concludes that while the policy has contributed positively to reducing stunting prevalence, sustainable progress requires integrated interventions, adequate resource allocation, and equitable service distribution.
