STRATEGI PEMERINTAH DESA DALAM MEMBERDAYAKAN PETANI KOPI DI DESA GUNUNGHALU KECAMATAN GUNUNGHALU KABUPATEN BANDUNG BARAT

Abstract

This study aims to analyze the strategy of the Gununghalu Village Government in empowering coffee farmers in Gununghalu Village, Gununghalu District, West Bandung Regency. This research is motivated by various limitations faced by coffee farmers, including limited knowledge and skills, technology, capital, market access, as well as suboptimal coordination and distribution of empowerment programs. This study employed a descriptive method with a qualitative approach. Data were collected through literature review, observation, interviews, and documentation, while data analysis was conducted through data reduction, data presentation, and conclusion drawing.

The results show that the strategy implemented by the Gununghalu Village Government in empowering coffee farmers, based on Higgins' strategy theory in Salusu (2006), which consists of organizational strategy, program strategy, and resource support strategy, has been implemented fairly well. In terms of organizational strategy, the Village Government identifies the potential and problems faced by farmers, conducts village deliberations, coordinates with village officials, farmer groups, cooperatives, and relevant agencies, and distributes responsibilities according to their respective functions. However, coordination, communication, and community participation still need to be improved. In terms of program strategy, empowerment is implemented through training, mentoring, capacity building, and the development of coffee farming enterprises. These programs have provided benefits to some farmers, but their implementation has not been conducted regularly, information has not been distributed evenly, and the programs have not yet reached all coffee farmers. Meanwhile, the resource support strategy is implemented through the utilization of village funds, administrative management, provision of facilities and infrastructure, and cooperation with various stakeholders. Nevertheless, the equal distribution of assistance, facilities and infrastructure, and mentoring still need to be improved.

Therefore, the strategy of the Gununghalu Village Government in empowering coffee farmers has been implemented fairly well but has not yet been fully optimal. Strengthening coordination and community participation, ensuring the continuity of training and mentoring, improving the distribution of information and assistance, and optimizing resources and cooperation with various stakeholders are necessary to make the empowerment process more effective and sustainable, thereby improving the productivity, quality of coffee products, independence, and welfare of coffee farmers.
