Abstract

This article examines the implementation of political party financial assistance policy
by the Agency for National Unity and Politics in organizing political education in
West Bandung Regency. The study is grounded in the phenomenon of increasing
financial assistance allocations to political parties, which has not been followed by an
increase in public political participation. In the 2024 simultaneous regional election,
voter turnout in West Bandung Regency reached 71.86 percent, decreasing from
76.48 percent in the previous regional election, despite the increase in political party
financial assistance from 2021 to 2025. This research uses a qualitative approach
with a descriptive method. Data were collected through in-depth interviews,
observation, and documentation involving the Agency for National Unity and Politics,
political party administrators, the Election Commission, regional financial officials,
and youth representatives. The analysis applies George C. Edwards III’s policy
implementation theory, which includes communication, resources, disposition, and
bureaucratic structure. The findings show that the policy has been implemented
normatively through official communication, coordination meetings, socialization,
administrative verification, fund disbursement, monitoring, and accountability
reporting. However, its substantive impact remains limited. The main obstacles lie in
the limited number of human resources within the Agency, weak evaluation
instruments for measuring the impact of political education, and the tendency of
political parties to conduct activities that are internal, ceremonial, and
administrative in nature. The study concludes that political party financial assistance
in West Bandung Regency has functioned as an administrative support instrument,
but has not yet become an effective instrument for strengthening public political
literacy and participation. Therefore, policy implementation must shift from
administrative compliance toward substantive evaluation, broader public outreach,
and more inclusive political education.
