KOORDINASI PEMERINTAH DAERAH DAN TNI AD DALAM PENGAMANAN OBJEK VITAL NASIONAL PT PERTAMINA DI PROVINSI DKI JAKARTA
Abstract
This study analyzes the coordination between the Jakarta Provincial Government and the Indonesian Army (TNI AD) in securing the national vital object, PT Pertamina, as a strategic energy infrastructure in Indonesia. Using G.R. Terry’s theory of coordination, which includes six dimensions—communication, regulation, organizational structure, leadership, resources, and conflict resolution—this research aims to understand the effectiveness of inter-institutional coordination in maintaining national energy security. The research employs a qualitative descriptive approach with data obtained through interviews, observation, and documentation from officials in the Jakarta Regional Government, Kodam Jaya, and PT Pertamina. The findings show that coordination between the two institutions is generally effective, with structured communication, clear division of authority, and mutual understanding between civil and military sectors. However, challenges remain in policy synchronization, overlapping tasks, and limited operational resources during emergency situations. The study concludes that civil-military coordination is crucial to protect national assets and maintain energy stability. Strengthening regulatory frameworks and improving leadership synergy are key to optimizing future collaboration in vital object security.
