KOLABORASI PEMERINTAH DAERAH DENGAN KODIM 1207/PONTIANAK DALAM BIDANG KETAHANAN PANGAN DI KABUPATEN KUBU RAYA PROPINSI KALIMANTAN BARAT
Abstract
Food security is a strategic issue in Indonesia, particularly in border regions where agricultural productivity and socio-economic resilience intersect with national defense imperatives. This study examines the collaboration between the Kubu Raya Regional Government and Kodim 1207/Pontianak in strengthening local food security. Employing a qualitative descriptive approach, data were collected through literature review, official documents, and in-depth interviews with government officials, military personnel, and community members. The analysis employs collaborative governance theory, focusing on communication, coordination, and collaboration as core dimensions. Findings show that collaboration has been realized through agricultural assistance, farmer mentoring, land intensification programs, and joint monitoring of food distribution. However, challenges remain in institutional alignment, resource limitations, and differences in operational culture between civilian and military actors. The study concludes that sustainable collaboration requires clear institutional frameworks, joint training, and integrated monitoring systems. Theoretically, this research contributes to the literature on civil–military collaboration in non-traditional security sectors, while practically offering policy recommendations for strengthening food security governance in borderland regions of Indonesia.
