IMPLEMENTASI ISI KEBIJAKAN PERLINDUNGAN DAN PENGELOLAAN LINGKUNGAN HIDUP DI KABUPATEN KARAWANG
Abstract
Karawang Regency, as Indonesia’s largest industrial area, faces complex air quality issues. Air quality in Karawang has reached a level of 178, which falls into the “very unhealthy” category according to IQAir data. This is a result of significant changes in spatial planning and population mobility patterns. The primary contributors to air pollution stem from a combination of industrial activities and motor vehicle emissions. This study aims to analyze the implementation of local environmental regulations in Karawang regarding air pollution control. It employs Marilee S. Grindle’s policy implementation model framework across six policy content indicators. The study uses a qualitative research method with a case study approach. Data were collected through in-depth interviews, observations, and document analysis. The results indicate that public participation in periodic emission testing in Karawang has not been optimal, due to low public awareness and uneven dissemination of the program. Strengthening public participation requires a comprehensive approach, encompassing incentives, education, ease of access, and synergy among stakeholders.
