ANALISIS PROGRAM PEMBANGUNAN RUMAH TIDAK LAYAK HUNI (RTLH) DI KALURAHAN SRIHARDONO KAPANEWON PUNDONG KABUPATEN BANTUL
Abstract
One of the steps the government takes to overcome poverty is to establish a policy for developing Uninhabitable Houses (RTLH) at the village level. Srihardono Village has the highest number of poor people in Kapanewon Pundong. Therefore, this study aims to examine and analyze the implementation of the RTLH development program in Srihardono Village using a descriptive qualitative method with a theoretical approach from Donald S. Van Meter and Carl E. Van Horn about the success of program implementation influenced by indicators of policy size and objectives, resources, communication, characteristics of the implementing agency, socio-economic and political conditions and attitudes of the implementing agency. The results of the study show that the implementation of the RTLH development program in Srihardono Village in terms of target objectives has been prepared clearly and by the community's real needs. Communication is effective, both in terms of socialization to the community and coordination between program implementers. The implementing bureaucratic structure is well-organized and mutually supportive. The attitude of the implementers reflects high commitment, continuous concern, and an open attitude to the community's voice. However, resources and social and environmental conditions are the main obstacles. Resources from financial and labor aspects are still unfulfilled, and aspects of social conditions in the form of community participation are still lacking.
