Abstract

 The issue of child labor in the cocoa industry is a global concern involving various actors, including international organizations. This study employs the theory of institutional liberalism, which emphasizes that international institutions play a role in promoting intergovernmental cooperation and reducing uncertainty in international relations through norms, rules, and procedures. This theory is relevant in analyzing how the International Labor Organization (ILO) facilitates collaboration among global actors to address child labor. Additionally, this research adopts Clive Archer's concept of international organizations, which views them as instruments, arenas, and independent actors in international relations.The research method used is a qualitative approach, with data collection techniques involving literature studies and document analysis related to ILO policies in Côte d'Ivoire. The findings indicate that the ILO functions as an instrument by formulating policies and programs such as the International Programme on the Elimination of Child Labour (IPEC). As an arena, the ILO serves as a platform for states and non-state actors to negotiate and collaborate on addressing child labor. Furthermore, as an independent actor, the ILO is not influenced by any external factors and operates based on the tripartite principle, involving governments, workers, and employers in decision-making and policy implementation.This study concludes that the ILO plays a significant role in addressing child labor in the cocoa sector in Côte d'Ivoire, particularly in establishing international regulations and promoting policy implementation at the national level. Through the lens of institutional liberalism, the ILO has proven to be an effective mechanism in fostering stronger international cooperation in efforts to eliminate child labor. However, challenges such as resource limitations, weak law enforcement, and resistance from industry players continue to hinder effective policy implementation.
