<p><em>Flood disasters remain a recurring threat in Jakarta, driven by geographical vulnerabilities, rapid urbanization, and limited drainage capacity. Addressing such disasters requires coordinated and integrated responses across multiple stakeholders. This study examines the synergy between the DKI Jakarta Regional Government and Kodam Jaya in the context of emergency flood response. Employing a descriptive qualitative approach, the research gathered data through literature review, documentation, and in-depth interviews with key informants from Kodam Jaya, the Jakarta Regional Disaster Management Agency (BPBD), and affected communities. The analysis focuses on three dimensions of synergy: communication, coordination, and collaboration. Findings reveal that joint efforts have been undertaken, including integrated evacuation, logistics distribution, and the establishment of disaster posts. However, several challenges remain, such as fragmented communication, overlapping roles, and the lack of standardized joint operational procedures. The study concludes that strengthening coordination forums, implementing integrated SOPs, and conducting regular joint training are essential to enhance the effectiveness of institutional synergy. Theoretically, this research contributes to the literature on collaborative governance in disaster management, while practically offering insights for policymakers and security institutions to build adaptive and responsive strategies against recurrent flood risks in urban settings.</em></p>

<p><em>Food security is a strategic issue in Indonesia, particularly in border regions where agricultural productivity and socio-economic resilience intersect with national defense imperatives. This study examines the collaboration between the Kubu Raya Regional Government and Kodim 1207/Pontianak in strengthening local food security. Employing a qualitative descriptive approach, data were collected through literature review, official documents, and in-depth interviews with government officials, military personnel, and community members. The analysis employs collaborative governance theory, focusing on communication, coordination, and collaboration as core dimensions. Findings show that collaboration has been realized through agricultural assistance, farmer mentoring, land intensification programs, and joint monitoring of food distribution. However, challenges remain in institutional alignment, resource limitations, and differences in operational culture between civilian and military actors. The study concludes that sustainable collaboration requires clear institutional frameworks, joint training, and integrated monitoring systems. Theoretically, this research contributes to the literature on civil–military collaboration in non-traditional security sectors, while practically offering policy recommendations for strengthening food security governance in borderland regions of Indonesia.</em></p>

<p><em>The digital era has transformed public service delivery in Indonesia, particularly at the sub-district level, where citizens demand efficient, transparent, and equitable services. This study examines the quality of public services at the Genteng Sub-District Office, Surabaya, within the context of digitalization. Using Khan’s (2021) four dimensions of service quality—transparency, accountability, participation, and equality of rights—the research employs a qualitative descriptive approach. Data were collected through interviews with officials, staff, and service users, observations of digital service processes, and analysis of relevant documents. Findings indicate that digital platforms enhance transparency by enabling citizens to access real-time information and track service progress. Accountability has improved with clearer performance indicators and complaint-handling mechanisms, although technical constraints sometimes reduce responsiveness. Citizen participation is increasingly facilitated through online feedback forms and integrated platforms, but inclusivity remains an issue for digitally marginalized groups. Equality of rights has been supported by standardization of service procedures, yet the digital divide limits access for certain demographics. The study concludes that while digitalization has significantly improved service quality at Genteng Sub-District Office, sustained investments in infrastructure, digital literacy, and inclusive policies are essential. This research contributes to the literature on digital governance and provides practical implications for improving e-government services at the local level.</em></p>

<p><em>The role of local government institutions in managing and guiding community organizations is a crucial aspect of fostering democratic governance at the grassroots level. This study examines the role of the Badan Kesatuan Bangsa dan Politik (Kesbangpol) of Depok City in fostering community organizations, focusing on three main aspects: their roles, the obstacles faced, and the efforts made to overcome these challenges. Using Soekanto’s theory of roles—which classifies active, passive, and participatory roles—the study employs a qualitative descriptive method. Data were collected through interviews with Kesbangpol officials, community organization representatives, and local stakeholders, as well as observations and document analysis. The findings reveal that Kesbangpol plays an active role through guidance, verification, and legal facilitation of community organizations; a passive role through monitoring and ensuring compliance with existing regulations; and a participatory role by involving community organizations in political education and social programs. However, challenges such as limited human resources, budgetary constraints, and overlapping regulations hinder optimal performance. To address these issues, Kesbangpol has undertaken efforts such as capacity building for staff, collaboration with other agencies, and the use of digital platforms for registration and monitoring of organizations. The study concludes that while Kesbangpol has made significant contributions to strengthening community organization governance, sustainable improvements require consistent institutional support, regulatory simplification, and broader stakeholder participation.</em></p>

<p><em>Civil-military collaboration plays an increasingly important role in addressing complex social issues, including food security. This study analyzes the collaboration between the Bandung City Government and military institutions in implementing the Gerakan Pangan Murah (Cheap Food Movement) program as part of food security efforts. Using the framework of Tirrel and Clay (2010), which conceptualizes collaboration development across five stages—exploration, formation, growth, maturity, and termination—this research applies a qualitative descriptive method. Data were collected through in-depth interviews with government officials, military representatives, and community members, complemented by field observations and document reviews. The findings indicate that collaboration began with initial exploration through shared concerns over rising food prices, followed by the formation of joint task forces. At the growth stage, civil-military coordination expanded into routine operations supported by public participation. In the maturity phase, collaboration achieved higher effectiveness through integrated communication channels, although sustainability remained dependent on resource allocation. The study also identifies supporting factors such as strong leadership commitment, public trust, and institutional synergy, alongside barriers including limited budgets, bureaucratic complexity, and occasional role overlap. In conclusion, civil-military collaboration in Bandung’s Cheap Food Movement demonstrates practical contributions to stabilizing food supply and prices, while also offering theoretical insights into collaborative governance. Sustainable progress, however, requires consistent policy support, stronger institutional frameworks, and the development of inclusive community participation.</em></p>

<p><em>The rapid development of information and communication technology has significantly transformed the delivery of public services, including civil registration services. This study investigates the effectiveness of online civil registration services provided by the East Jakarta Population and Civil Registration Office (Disdukcapil) through the Alpukat Betawi application, with a particular focus on changes in civil data. The research adopts a qualitative case study approach, collecting data through in-depth interviews, direct observations, and document analysis. The analysis framework uses the theory of public service effectiveness, emphasizing three main dimensions: speed, accessibility, and information quality. The findings reveal that the online service process through Alpukat Betawi is generally faster and more transparent compared to conventional methods, reducing face-to-face interactions and queue times. However, challenges remain in terms of system stability, digital literacy among users, and uneven internet infrastructure. The study concludes that while the online service has improved effectiveness in terms of speed and convenience, further improvements are needed to enhance accessibility for vulnerable groups and ensure consistent information quality. This research contributes both theoretically, by expanding the literature on digital public service delivery, and practically, by providing recommendations for strengthening e-government initiatives in Indonesia.</em></p>

<p><em>The issue of stunting has become a national priority in Indonesia, as it directly affects human resource quality and future development. This study evaluates the policy of the Bogor Regency Government in accelerating stunting reduction programs using Dunn’s (2003) framework, which consists of five dimensions: effectiveness, adequacy, equity, responsiveness, and appropriateness. A qualitative descriptive approach was applied, with data collected through in-depth interviews with local government officials, health workers, and community representatives, as well as observations and document reviews. The findings reveal that the stunting reduction policy has been effective in increasing public awareness and improving access to nutrition programs. However, its adequacy in fully addressing the determinants of stunting, such as sanitation and poverty, remains limited. Equity challenges were identified, as some remote areas still experience unequal access to health services. Responsiveness was relatively good, with communities actively involved in integrated service posts (posyandu) and health campaigns, though feedback mechanisms remain weak. Appropriateness analysis indicates that the policy aligns with national priorities but requires stronger inter-sectoral coordination. The study concludes that while the policy has contributed positively to reducing stunting prevalence, sustainable progress requires integrated interventions, adequate resource allocation, and equitable service distribution.</em></p>

<p><em>This study analyzes the implementation of the Military Operations Other Than War (OMSP) policy in Papua, focusing on the Indonesian Army’s (TNI AD) assistance to local governments. OMSP represents a non-combat military operation that integrates defense and development functions in maintaining regional stability and strengthening state presence in remote and conflict-prone areas. Using a qualitative descriptive approach, data were collected through in-depth interviews with military officers, local government officials, and community leaders, supported by field observations and document analysis. The findings reveal that OMSP implementation in Papua has been effective in enhancing local security and supporting public welfare, although several challenges remain. Key obstacles include difficult geographical conditions, limited communication infrastructure, weak interagency coordination, and social distrust among local communities. Nevertheless, TNI AD has taken adaptive measures such as strengthening territorial management, enhancing civil-military cooperation, digitalizing communication systems, and promoting a humanistic approach through community-based programs. The study concludes that the success of OMSP depends on four key dimensions: organizational capability, information management, stakeholder support, and resource distribution. Practically, this research provides insights into optimizing non-war military operations as instruments of nation-building and collaborative governance in Indonesia’s frontier regions.</em></p>

<p><em>This study examines the influence of the construction of the West Java International Airport (Bandara Internasional Jawa Barat – BIJB) Kertajati on the increase in Local Own-Source Revenue (Pendapatan Asli Daerah – PAD) of Majalengka Regency. Using a quantitative descriptive-verificative approach, the study aims to measure the relationship between the airport’s development and local economic performance through several independent variables, including passenger volume, flight intensity, investment growth, and supporting infrastructure development. Data were collected through documentation, literature review, and statistical analysis using multiple linear regression. The results indicate that BIJB Kertajati has a significant positive effect on the increase of PAD, especially in regional tax revenues and retributions. The regression test shows that 95.5% of the variation in PAD can be explained by BIJB development, while the remaining 4.5% is influenced by other factors. The findings reveal that the airport’s operation stimulates regional economic activities, attracts new investments, and encourages infrastructure expansion. Theoretically, this study strengthens the concept of regional economic linkage, where large-scale infrastructure acts as a growth pole. Practically, it emphasizes the importance of policy synergy between central and regional governments in maximizing BIJB’s role as a driver of Majalengka’s sustainable fiscal growth.</em></p>

<p><em>This study aims to analyze the role of the Mayor in implementing the principles of good governance in the City of Bandung during the 2018–2023 period. The research uses Soerjono Soekanto’s theory of social roles, consisting of active, passive, and participatory roles, as the main analytical framework. The study applies a qualitative descriptive method with data collected through interviews with local government officials, civil society representatives, and documentation from the Bandung City Secretariat. The findings indicate that the Mayor of Bandung has performed an active role through policy innovation and bureaucratic reform initiatives, a passive role in ensuring regulatory compliance, and a participatory role in promoting community engagement and transparency. Despite these efforts, challenges remain in terms of bureaucratic inertia, public accountability, and digital service integration. The study concludes that the Mayor’s role has been crucial in steering Bandung toward a governance model based on transparency, accountability, and public participation, although sustainability requires stronger institutional capacity and civic collaboration.</em></p>

<p><em>This study examines the implementation of the Indonesian government’s policy on the Free Nutritious Meal Program (Program Makan Bergizi Gratis) as a form of national defense strategy to strengthen food security in Serang Regency, Banten Province. Using the Pentahelix collaboration model, this study explores the roles of five key elements—government, academia, business, media, and the community—in the program’s implementation. The research employs a qualitative descriptive approach with data collected through interviews, observation, and documentation. The results show that the policy has been effectively implemented at the regional level through intersectoral collaboration. The local government has demonstrated commitment by integrating the program into local budgeting and involving schools as distribution points. However, challenges remain in logistical consistency, nutritional education, and sustainability beyond central government support. The findings reveal that the Pentahelix model strengthens policy synergy, ensuring that each stakeholder contributes proportionally to national food resilience and civic awareness. This study concludes that the Free Nutritious Meal Program not only supports human resource development but also fosters the spirit of national defense through social participation and food sovereignty.</em></p>

<p><em>This study analyzes the implementation of collaborative governance in waste management at Gedebage and Caringin traditional markets in Bandung City. Waste management has become one of the most complex urban governance challenges due to increasing waste generation, limited landfill capacity, and low levels of community participation. Using the collaborative governance model by Ansell and Gash (2008), this research explores the interaction among stakeholders—government, private sector, market managers, and the community—in managing market waste. The research employs a qualitative descriptive approach with data collected through interviews, field observations, and document analysis. The results reveal that collaborative processes have begun to take shape, with the local government acting as a facilitator rather than a sole regulator. However, challenges remain in building mutual trust, resource commitment, and shared understanding among stakeholders. The study concludes that effective collaboration in waste management requires not only regulatory frameworks but also continuous communication, transparency, and empowerment of local waste management groups to achieve sustainable urban governance.</em></p>

<p><em>This study aims to analyze the coordination carried out by the Regional Planning and Development Agency (Bappelitbangda) in the spatial planning policy of the Aerotropolis area in Kertajati District, Majalengka Regency. The development of the West Java International Airport (BIJB) Kertajati has driven a massive transformation of the regional spatial structure, requiring cross-sectoral coordination between the government, private sector, and community stakeholders. Using Hasibuan’s coordination theory, which includes the dimensions of unity of action, communication, division of labor, and discipline, this study applies a qualitative descriptive approach. Data were collected through interviews, observations, and document analysis. The results indicate that Bappelitbangda plays a crucial coordinating role in ensuring policy alignment between provincial and regency-level development plans. However, various obstacles persist, such as overlapping authority, weak vertical and horizontal coordination, and limited understanding among local stakeholders regarding the Aerotropolis concept. The study concludes that effective coordination demands institutional integration, consistent communication, and a shared understanding of spatial development priorities to support sustainable regional growth around BIJB Kertajati.</em></p>

<p><em>This study aims to analyze the effectiveness of public health services provided by the Indonesian Army Hospital (RS TNI AD) Salak Bogor as a soft power instrument in strengthening military-civil relations. The hospital serves not only as a military medical facility but also as a center for community health outreach and a means of public diplomacy. Using a qualitative descriptive approach, data were collected through interviews, observation, and document analysis to examine the dimensions of effectiveness—service quality, accessibility, responsiveness, and public trust. The findings indicate that RSAD Salak has effectively utilized its health services to enhance the image of the Indonesian Army (TNI AD) as a people-centered institution. Through its integrated outreach programs, rapid response to health crises, and open collaboration with civilian institutions, the hospital demonstrates how defense institutions can exert non-coercive influence through humanitarian engagement. However, challenges remain in digital transformation and inter-institutional coordination. The study concludes that strengthening health service capacity and public communication is essential for sustaining TNI AD’s soft power in the civilian health domain.</em></p>

<p><em>This study explores the role of cadets from the Indonesian Military Academy (Akmil) in supporting the implementation of the Free Nutritious Meal Program (Program Makan Bergizi Gratis, MBG) in Magelang City. The research aims to analyze how military cadets, as agents of social change and defense human resources, participate in the national food security initiative through active, passive, and participatory roles. Using Soerjono Soekanto’s theory of social roles and a qualitative descriptive approach, data were collected through interviews, observation, and document analysis. The findings reveal that cadets play a significant active role in operational assistance, a passive role in maintaining discipline and order during distribution, and a participatory role in community engagement and health education. This collaboration between the military and the civilian government not only enhances the success of the MBG program but also strengthens civil-military relations and public trust in the Indonesian Armed Forces (TNI). The study concludes that the involvement of Akmil cadets exemplifies an integrative model of national defense contribution through social service and humanitarian engagement.</em></p>

<p><em>This study examines the collaborative governance between the National Unity and Political Agency (Kesbangpol) and the Military Intelligence Detachment (Deninteldam XII/Tanjungpura) in preventing radicalism in West Kalimantan. Using the Tirrel and Clay (2010) model of collaboration, which includes five stages—exploration, formation, growth, maturity, and completion—this research explores the dynamics of civil-military cooperation in policy implementation at the regional level. Employing a qualitative descriptive approach, data were collected through in-depth interviews, documentation, and observation. The results reveal that collaboration between Kesbangpol and Deninteldam XII/Tanjungpura has reached a mature stage, characterized by shared commitment, joint intelligence analysis, and coordinated preventive actions involving community stakeholders. The collaboration is supported by shared vision and institutional design but still faces obstacles in information transparency and bureaucratic synchronization. The study concludes that civil-military synergy has become an effective model of collaborative governance in preventing radicalism, reinforcing the resilience of national ideology and strengthening social stability in West Kalimantan.</em></p>

Using G.R. Terry’s theory of coordination, which includes six dimensions—communication, regulation, organizational structure, leadership, resources, and conflict resolution—this research aims to understand the effectiveness of inter-institutional coordination in maintaining national energy security. The research employs a qualitative descriptive approach with data obtained through interviews, observation, and documentation from officials in the Jakarta Regional Government, Kodam Jaya, and PT Pertamina. The findings show that coordination between the two institutions is generally effective, with structured communication, clear division of authority, and mutual understanding between civil and military sectors. However, challenges remain in policy synchronization, overlapping tasks, and limited operational resources during emergency situations. The study concludes that civil-military coordination is crucial to protect national assets and maintain energy stability. <p><em>This research analyzes the collaborative governance between sub-district heads (Camat) and military commanders (Danramil) in implementing the Free Nutritious Meal Program in Martapura District, Ogan Komering Ulu Timur Regency, South Sumatra Province. Using Emerson, Nabatchi, and Balogh’s (2012) collaborative governance framework, the study explores four dimensions: drivers of collaboration, principled engagement, shared motivation, and capacity for joint action. The research employs a qualitative descriptive method with data obtained through interviews, observation, and documentation from civil and military officials as well as community representatives. The findings indicate that collaboration between civil and military sectors has contributed positively to the program’s implementation, ensuring equitable food distribution, improved nutritional access, and community participation. However, challenges remain, particularly in resource management, coordination frequency, and communication flow between sectors. The study concludes that collaboration is most effective when based on mutual trust, leadership synergy, and institutional support. This research provides theoretical reinforcement for collaborative governance in local administration and practical insights into strengthening civil–military partnerships in social welfare programs.</em></p>

<p><em>This research analyzes the implementation of Government Regulation Number 94 of 2021 concerning the Discipline of Civil Servants in Cimahi Selatan District, Cimahi City. The study aims to describe and evaluate how communication, resources, disposition, and bureaucratic structure influence the enforcement of discipline among civil servants. Using George C. Edward III’s implementation theory, this study applies a qualitative descriptive approach with data collected through interviews, observations, and documentation involving sub-district officials, staff, and community representatives. The findings indicate that the implementation of the regulation has generally been effective, but challenges remain in consistency, supervision, and leadership attitude. Communication across hierarchical levels is clear and procedural; however, limited resources and varying levels of commitment among staff affect policy outcomes. The study concludes that a combination of strong leadership, transparent communication, and institutionalized supervision mechanisms are crucial for fostering a culture of discipline among civil servants. This research contributes both theoretically by reinforcing the application of Edward’s model in local governance, and practically by providing recommendations for enhancing bureaucratic discipline at the district level.</em></p>

<p><em>This study explores the role of village government in community-based settlement environmental management in Labuhan Village, Mancak District, Serang Regency. Using a qualitative descriptive approach, the research aims to analyze the government’s role as a dynamizer, catalyst, regulator, and mobilizer in promoting environmentally sustainable practices. Data were collected through in-depth interviews, observations, and documentation involving village officials, community leaders, and residents participating in environmental programs. The findings show that the dynamizer role is manifested in the government’s initiatives to innovate and lead environmental management efforts. The catalyst role is evident through the government’s ability to encourage collaboration between residents and local organizations. As a regulator, the village formulates policies, provides legal certainty, and supervises environmental standards. Meanwhile, the mobilizer role appears in community empowerment efforts and the activation of collective participation. The study concludes that sustainable settlement governance requires village government to play all four roles synergistically, ensuring that community-based environmental programs continue to evolve.</em></p>

The communication dimension demonstrates that socialization and information flow have improved community understanding of the program. Resource-wise, human and financial constraints remain key obstacles. The disposition of implementers reflects a strong commitment to community welfare, while bureaucratic structures tend to be rigid and slow in administrative processes. This study concludes that policy implementation requires strengthened inter-organizational coordination and adaptive mechanisms to achieve sustainability.</em></p>

<p><em>This study aims to analyze the influence of the implementation of the Desa Tanpa Kemiskinan (DTK) policy on the effectiveness of poverty alleviation programs through direct cash assistance (Bantuan Langsung Tunai Dana Desa—BLT DD) in Cipatat District, West Bandung Regency. The research applies a quantitative descriptive approach using primary data obtained through questionnaires distributed to 90 respondents, including village officials, community beneficiaries, and program managers. The study employs multiple linear regression to assess the relationship between policy implementation dimensions, communication, resources, disposition, and bureaucratic structure (Edward III) and the effectiveness of poverty alleviation measured by target accuracy, program socialization, goal achievement, and monitoring (Budiani, 2007). The findings indicate a strong and positive correlation (R² = 0.900) between DTK policy implementation and poverty alleviation effectiveness, with a regression coefficient (β) of 0.658, showing significant influence. The results suggest that well-communicated policies, adequate resources, and responsive bureaucratic systems enhance the accuracy and sustainability of BLT DD programs. The study concludes that improving inter-organizational coordination and adaptive communication is crucial to optimize DTK policy outcomes at the village level.</em></p>

<p><em>This study aims to analyze the supervision carried out by the Department of Manpower and Transmigration (Disnakertrans) of West Java Province regarding the implementation of the Provincial Minimum Wage (UMP) based on the Minister of Manpower Regulation Number 1 of 2020. The research adopts a qualitative descriptive approach, focusing on the supervisory mechanisms, challenges, and follow-up actions taken by the agency. Data were collected through interviews, observation, and documentation with officials from the Manpower Supervision Division, labor inspectors, and company representatives. The study uses Robbins and Coulter’s (in Satriadi, 2016) framework which includes four stages of control: standards, measurement, comparison, and action. The findings indicate that supervision of UMP implementation has been carried out according to regulations, but its effectiveness is hindered by limited human resources, uneven company compliance, and insufficient coordination with local governments. The standards have been clearly established following the Ministerial Decree, measurement is done through routine inspection reports, comparison is conducted by evaluating wage data against UMP provisions, and corrective actions are taken through administrative sanctions and mediation. The study concludes that stronger institutional capacity, digital-based monitoring systems, and periodic evaluation are necessary to ensure fair wage implementation in West Java Province.</em></p>

Using Siringoringo’s (2005) optimization theory—comprising objectives of optimization, decision alternatives, and limiting resources—this study applies a qualitative descriptive approach with data collected through interviews, observation, and documentation. The research involved key informants from the Cimahi City Tourism Office, local creative economy actors, and tourism community representatives. The findings reveal that the optimization of city branding has been implemented through collaborative promotion, thematic tourism events, and revitalization of historical and cultural assets. However, the achievement of optimal results remains constrained by limited budget allocation, institutional fragmentation, and low intersectoral coordination. Decision-making processes have been participatory but often lack long-term strategic alignment. Therefore, strengthening coordination mechanisms, resource management, and innovation-based tourism promotion are essential for improving the city’s branding effectiveness and competitiveness.</em></p>

<p><em>The implementation of good governance principles in the management of village funds is an essential aspect of ensuring transparency, accountability, and participatory development at the local level. This study aims to analyze the optimization of good governance in village fund management through the Strategic Triangle approach by Mark Moore, encompassing three dimensions: public value, operational capacity, and legitimacy and support. Using a qualitative descriptive method, data were collected through interviews, observation, and documentation at Cibodas Village, Lembang Subdistrict, West Bandung Regency. The results reveal that the realization of public value is reflected in the enhancement of community welfare through transparent budgeting and development projects responsive to public needs. However, challenges remain in the consistency of information disclosure and community involvement. The operational capacity dimension indicates limited technical and human resources in planning, implementing, and monitoring projects. Meanwhile, legitimacy and support are shaped by the synergy between village government, local institutions, and the community, though still constrained by bureaucratic rigidity and uneven participation. The findings contribute to both theory and practice by emphasizing the necessity of strengthening institutional capacity, participatory mechanisms, and inter-organizational collaboration to ensure sustainable governance of village funds.</em></p>

<p><em>The implementation of the Child Identity Card (Kartu Identitas Anak/KIA) policy represents a strategic step in strengthening Indonesia’s population administration system and ensuring children’s civil rights protection. This study aims to analyze the implementation of the KIA service policy in Magelang Regency using Merilee S. Grindle’s model of policy implementation, which emphasizes two dimensions: content of policy and context of implementation. Employing a qualitative descriptive approach, data were collected through in-depth interviews with the Department of Population and Civil Registration (Disdukcapil), sub-district officials, and service users, as well as direct observation and document analysis. The findings reveal that the KIA policy has been implemented according to national regulations; however, its effectiveness remains constrained by limited human resources, insufficient facilities, and low public awareness of the policy’s importance. The content of policy dimension shows that regulatory clarity and administrative structure are well established, yet gaps persist in socialization and resource distribution. Meanwhile, the context of implementation indicates that bureaucratic coordination and community participation have not been fully optimized. The study concludes that successful KIA policy implementation requires strengthening bureaucratic capacity, expanding digital-based services, and enhancing collaborative networks among institutions. This research contributes to the discourse on public policy implementation and offers practical recommendations for improving public service delivery in population administration.</em></p>

<p><em>The study examines the role of the Public Works and Spatial Planning Agency (PUPR) of Badung Regency in controlling spatial utilization based on tourism development. The research aims to analyze the extent to which the PUPR Agency implements its functions as a stabilizer, innovator, modernizer, and pioneer in maintaining spatial order while supporting sustainable tourism. Using Soerjono Soekanto’s role theory as the analytical framework, the research employs a qualitative descriptive approach through in-depth interviews, observations, and document analysis. The findings reveal that the PUPR Agency has played an essential role in harmonizing spatial utilization with tourism expansion, particularly through the integration of spatial policies, technical guidelines, and coordination with tourism authorities. However, challenges remain in enforcing spatial regulations due to the high rate of land conversion, weak coordination among agencies, and limited community awareness of spatial discipline. The study concludes that the PUPR Agency’s role is effective at the strategic and planning levels but requires reinforcement at the operational and community participation levels. Strengthening inter-institutional synergy, regulatory enforcement, and public awareness are recommended to ensure sustainable spatial management aligned with Badung’s tourism development agenda.</em></p>

<p><em>This study examines the effectiveness of the Development Planning Consultation Forum (Musyawarah Perencanaan Pembangunan or Musrenbang) at the sub-district level in Cipayung, East Jakarta. The Musrenbang serves as a participatory planning instrument designed to align government programs with community needs. This research aims to analyze how effectively the Musrenbang is implemented, identify its inhibiting factors, and explore efforts undertaken to improve its implementation. Using a qualitative descriptive method, data were collected through interviews, observation, and documentation from officials, community representatives, and related agencies. The analysis follows Miles and Huberman’s interactive model. The results reveal that the implementation of Musrenbang in Cipayung has been generally systematic and aligned with established procedures but remains less effective in integration, transparency, and accountability. The study concludes that improving coordination among institutions, enhancing public participation, and strengthening the role of the sub-district government are crucial to achieving a more effective participatory planning system.</em></p>

RTH plays a strategic role in maintaining ecological balance, supporting social well-being, and enhancing urban aesthetics. The research aims to analyze how local government implements policies related to RTH, identify obstacles that hinder effective governance, and assess efforts to improve its implementation. Using a qualitative descriptive approach, data were collected through interviews with officials from the Environment Agency, spatial planning authorities, and community representatives, supported by field observation and documentation. The findings reveal that the implementation of RTH governance in Bandung Barat has not been fully optimal. Several constraints are identified, including limited funding, weak inter-agency coordination, and low public participation. However, the local government has made efforts to strengthen institutional capacity and integrate RTH management into regional planning policies. The study concludes that improving collaboration between government, private sectors, and communities is essential for realizing effective and sustainable RTH governance as a core component of regional development.</em></p>

<p><em>This study aims to analyze the empowerment of local resources in developing ecotourism at Jatigede Reservoir, Sumedang Regency, carried out by the Department of Tourism, Culture, Youth, and Sports. The research focuses on the role of local government in promoting sustainable tourism that integrates environmental conservation, economic empowerment, and cultural preservation. Using a qualitative descriptive approach, data were collected through in-depth interviews with local government officials, community groups, and tourism actors, supported by field observation and documentation. The study applies Ife’s (1995) empowerment theory, consisting of community development, empowerment, participation, and capacity building. The results show that the Department of Tourism has implemented several empowerment programs such as training for tourism awareness groups, promotion of local products, and collaboration with private investors. However, challenges persist in institutional coordination, community involvement, and limited infrastructure. The study concludes that ecotourism empowerment at Jatigede Reservoir has progressed but requires stronger collaboration between government, communities, and local entrepreneurs to realize inclusive and sustainable tourism development.</em></p>

<p><em>The study aims to analyze the implementation of the TNI Manunggal Membangun Desa (TMMD) program in accelerating village development through the lens of collaborative governance. The research focuses on TMMD activities in Cepedak Village, Purworejo Regency, using a qualitative descriptive approach. The results show that TMMD embodies the principles of collaborative governance as proposed by Ansell and Gash (2008), including effective communication, mutual trust, shared motivation, and joint action among stakeholders. The findings highlight that coordination between the military, local government, and community organizations contributes significantly to improving infrastructure and social cohesion in rural development. However, challenges such as limited local participation, bureaucratic rigidity, and resource constraints remain. The study concludes that TMMD can be strengthened through institutional design improvement and inclusive community involvement, making it a model of civil–military collaboration in sustainable development.</em></p>

<p><em>This study aims to analyze the implementation of the capabilities of auditors in the Inspectorate of Infantry Division 2 Kostrad in achieving a Corruption-Free Zone (WBK). The research employed a qualitative descriptive method to provide a comprehensive understanding of the internal audit system and performance of the Apparatus for Internal Government Supervision (APIP) in supporting the integrity zone policy. Data were collected through interviews, observation, and documentation involving the Inspector of Infantry Division 2 Kostrad and eight senior auditors. The findings show that the success of audit implementation within the Inspectorate is influenced by four dominant factors: integrity, code of ethics, competence, and independence. Integrity serves as the moral foundation in performing audit tasks; the code of ethics ensures compliance with professional standards; competence supports the accuracy of audit findings; and independence guarantees objectivity and accountability. The synergy of these four dimensions is proven to strengthen the credibility of audit results and contributes significantly to achieving the WBK target in military work units.</em></p>

<p><em>This study aims to analyze the collaboration among local government agencies in implementing the Regional Regulation of Bandung City Number 15 of 2019 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities. The research focuses on examining the dynamics of cross-sectoral coordination through the lens of Goldsmith and Kettl’s (2009) collaborative governance theory, which emphasizes five key dimensions: network structure, commitment to a common purpose, trust among participants, information sharing, and access to resources. This qualitative research employed a descriptive approach using interviews, observations, and document analysis involving officials from related agencies and community organizations. The findings reveal that inter-agency collaboration has been established through horizontal network structures coordinated by the Social Affairs Office. However, challenges remain in operational integration, consistency of commitment, information transparency, and resource limitations. The study concludes that collaboration in implementing disability policy in Bandung City has reached a strengthening phase but has not yet achieved mature collaboration. Strengthening institutional capacity, improving data integration, and fostering shared responsibility are crucial to ensuring an inclusive, participatory, and sustainable local governance framework.</em></p>

The findings reveal that the effectiveness of the Kotaku Program implementation in Bandung City has not been fully optimal. Limited community participation, insufficient socialization, and weak coordination among local actors have reduced the program’s impact. However, the program succeeded in improving access to clean water, road infrastructure, and sanitation in several locations. The study concludes that the effectiveness of the Kotaku Program requires stronger collaboration between the government, private sector, and society, along with improved innovation in local implementation strategies.</em></p>

<p><em>This study aims to analyze the influence of local government policy implementation factors on the achievement of parking retribution targets on public roads as a component of regional revenue in Cimahi City. The research employs Edward III’s (1980) policy implementation model, which includes communication, resources, disposition, and bureaucratic structure, and Siagian’s (1985) target component model, which consists of organizational goals, progress indicators, organizational milestones, and time-bound achievements. Using a quantitative descriptive-verificative approach, data were collected from 100 respondents, including parking attendants, transportation officials, and policy implementers. The results indicate that policy implementation factors significantly influence target achievement, contributing 50.84% of the variance. The communication and bureaucratic structure variables exert the strongest impact, while resources and disposition show moderate influence. The findings highlight that effective coordination, sufficient resources, and disciplined bureaucratic mechanisms are crucial to improving parking retribution performance and supporting local revenue growth. The study contributes theoretically to public policy implementation literature and practically to optimizing parking retribution management in regional governance.</em></p>

<p><em>This research analyzes the effectiveness and quality of public service in the field of population administration at the District Office of Dayeuhkolot, Bandung Regency. The study focuses on the impact of the delegation and withdrawal of administrative authority between the sub-district and the Department of Population and Civil Registration (Disdukcapil) of Bandung Regency, particularly in the management of identity cards (KTP) and family cards (KK). The research employs a qualitative descriptive approach using interviews, observation, and document analysis. The theoretical framework consists of six main dimensions: service procedures, completion time, service costs, service products, facilities and infrastructure, and the competence of service officers. The results indicate that public service quality in Dayeuhkolot is still constrained by administrative complexity, delayed processing time, and limited infrastructure. However, initiatives for transparency, simplified document flow, and community engagement have begun to improve trust in local governance. The study concludes that optimizing service standards and strengthening the competence of officers are key factors for achieving effective population administration services. This research contributes to the development of public service theories and provides practical recommendations for improving decentralized service delivery systems in Indonesia.</em></p>

<p><em>This research aims to analyze the implementation of the Kartu Indonesia Sehat (KIS) or Indonesia Health Card program in improving public health services in Ngadirejo Village, Salaman District, Magelang Regency. The study employs a qualitative descriptive approach to understand the extent to which the KIS program fulfills its objectives as a public health policy instrument under Indonesia’s National Health Insurance (Jaminan Kesehatan Nasional - JKN) framework. Data were collected through interviews, observations, and documentation involving key informants, including village officials, health workers, and program beneficiaries. The study applies the POAC (Planning, Organizing, Actuating, Controlling) management framework and the conceptual model of David C. Korten to evaluate the planning, implementation, and sustainability aspects of the KIS program. The findings indicate that although the KIS program has improved accessibility to healthcare for underprivileged communities, several obstacles persist, such as inactive membership, limited socialization, and inadequate administrative coordination between BPJS Kesehatan and village governments. The study concludes that the success of the KIS program depends not only on financial and institutional support but also on continuous community empowerment and effective local governance. It contributes theoretically to the understanding of public policy implementation at the village level and provides practical recommendations for improving health governance in Indonesia.</em></p>

<p><em>This study analyzes the implementation of the supervisory function of the Regional People's Representative Council (DPRD) of Cimahi City within the framework of local governance. Using a descriptive qualitative method, this research explores the dynamics between the DPRD and the executive branch in carrying out oversight duties mandated by Law No. 23 of 2014 and Government Regulation No. 12 of 2018. Data were collected through in-depth interviews with DPRD leaders, commission heads, and selected members, as well as document analysis and direct observation. The results show that the supervisory function of DPRD Cimahi has not been optimally implemented due to political interests, limited technical capacity, and weak coordination with the Inspectorate. Supervision tends to be reactive rather than strategic, with limited public participation. This study concludes that effective legislative oversight requires institutional strengthening, professional capacity development, and the depoliticization of supervisory practices. Theoretically, the study contributes to the development of local governance oversight models in Indonesia, emphasizing the transformation of political oversight into a professional control mechanism for public accountability.</em></p>

<p><em>This study analyzes the strategy of the Bandung Regency Government in empowering Micro, Small, and Medium Enterprises (MSMEs) as a strategic effort to strengthen the regional economy. The research uses a descriptive qualitative approach with data obtained through interviews, documentation, and observation. The analysis focuses on policy formulation, institutional roles, and the effectiveness of empowerment programs implemented by the Office of Cooperatives and MSMEs. The results show that the Bandung Regency Government has implemented various empowerment programs, including business training, marketing facilitation, and capital access. However, the implementation is still constrained by overlapping institutional coordination, limited funding, and weak post-training mentoring. The study concludes that MSME empowerment strategies need to be reoriented toward capacity-based empowerment and sustainable entrepreneurship. Theoretically, this study strengthens the concept of collaborative governance in local economic empowerment, where effective synergy between government, private actors, and the community is crucial to achieve inclusive regional development.</em></p>

<p><em>This study aims to analyze the management of Land and Building Tax (Pajak Bumi dan Bangunan, PBB) as an instrument for increasing Local Own-Source Revenue (Pendapatan Asli Daerah, PAD) in Cimahi City. Using a qualitative descriptive approach, this research explores the effectiveness of planning, implementation, and supervision of PBB management carried out by the Regional Revenue Agency of Cimahi City. Data were collected through interviews, documentation, and observation, and analyzed using the Miles and Huberman model. The findings show that the management of PBB in Cimahi City has been running relatively well in terms of planning and administration but still faces obstacles in data updating, taxpayer awareness, and coordination between agencies. The implementation of digital-based tax services has improved efficiency but has not yet significantly increased tax compliance. The study concludes that to optimize PBB as a revenue source, the government must strengthen strategic planning, enhance information systems, and intensify supervision through transparent and participatory mechanisms. Theoretically, this research contributes to the application of management theory (planning, organizing, actuating, controlling) in local tax governance, emphasizing accountability and service-oriented management.</em></p>

<p><em>This study aims to analyze the strategies implemented by the Regional Revenue Agency (Bapenda) of Bandung City in realizing the collection of advertisement tax based on the Mayor’s Regulation Number 28 of 2022. Using a qualitative descriptive approach, the research explores the effectiveness of the planning, implementation, and evaluation mechanisms in local tax management. The data were obtained through in-depth interviews, observations, and documentation with key informants consisting of Bapenda officials, private billboard operators, and the local community. The results indicate that Bapenda has implemented two main strategies: intensification and extensification of advertisement tax collection. However, the implementation still faces challenges related to coordination among agencies, inadequate taxpayer databases, and low public awareness of tax compliance. The study concludes that an integrated digital tax management system and consistent public socialization are necessary to optimize advertisement tax revenue and increase the city’s local own-source revenue (PAD).</em></p>

<p><em>This study aims to evaluate the implementation of the Green Open Space (Ruang Terbuka Hijau/RTH) development program in the Northern Bandung Area (Kawasan Bandung Utara) within West Bandung Regency. Using William N. Dunn’s (2003) policy evaluation framework, the research analyzes six key dimensions—effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness—of local government programs for spatial planning and environmental management. The study adopts a qualitative descriptive approach, collecting data through in-depth interviews, documentation, and observation of related government institutions and local communities. The findings reveal that although the program has contributed to environmental preservation and urban balance, its implementation remains constrained by limited funding, weak institutional coordination, and inconsistent policy enforcement. The evaluation suggests that to achieve sustainable spatial governance, the local government must improve program adequacy, strengthen interagency coordination, and ensure community participation.</em></p>

<p><em>This study aims to analyze the role of the Bandung City Social Service in protecting and monitoring the behavior of former social pathology sufferers among street children, based on Regional Regulation Number 4 of 2019 concerning Child Protection. The study employs a qualitative descriptive approach to explain the forms of roles undertaken by the Social Service in prevention, rehabilitation, and post-handling of street children. Data collection techniques include in-depth interviews, observation, and documentation. The research findings indicate that the Social Service plays five strategic roles: (1) as a problem solver through social rehabilitation and community empowerment; (2) as a facilitator by providing temporary shelters (Rumah Singgah) and capacity-building programs; (3) as a system liaison by coordinating with relevant institutions and NGOs; (4) as a motivator by conducting field patrols, counseling, and public awareness campaigns; and (5) as a communicator through continuous socialization and advocacy efforts. Although these roles have positively contributed to reducing the number of street children, implementation constraints remain in the form of limited resources, inconsistent coordination, and low family awareness. The study concludes that strengthening inter-agency collaboration, enhancing human resource capacity, and developing participatory approaches are essential to optimize child protection governance in Bandung City.</em></p>

<p><em>This study aims to analyze the role of the Office of Community and Village Empowerment (DPMD) of West Bandung Regency in guiding village governance, viewed through the framework of role theory, which includes five dimensions: the role as policy, the role as strategy, the role as communication tool, the role as dispute resolution instrument, and the role as therapy. This research employs a qualitative descriptive approach to describe the dynamics of DPMD’s role in enhancing village administrative capacity, policy synchronization, and institutional governance. Data were collected through interviews, observation, and documentation with key informants from the DPMD, village heads, and community empowerment facilitators. The findings show that the DPMD plays a central role in formulating and implementing village governance policies, serving as a strategic intermediary between the district government and village administrations. However, its function as a dispute resolution and therapeutic instrument remains limited due to bureaucratic constraints and resource shortages. The study concludes that strengthening DPMD’s roles in facilitation, communication, and conflict management is crucial for realizing effective, participatory, and sustainable village governance.</em></p>

<p><em>This study analyzes the implementation of foreign labor supervision based on Government Regulation Number 34 of 2021 in West Java Province. The research aims to identify the effectiveness, mechanisms, and challenges of foreign worker supervision conducted by relevant government institutions, including the Manpower and Transmigration Office and the National and Political Unity Agency (Kesbangpol). Using a qualitative descriptive approach, this study describes the process of policy implementation and control, as well as the inter-agency coordination system. Data were obtained through literature review, observation, and document analysis. The results indicate that the supervision of foreign workers has been regulated through clear procedures and legal frameworks; however, its implementation still faces obstacles, such as limited human resources, overlapping institutional authority, and low data integration. The study concludes that effective foreign labor supervision requires strengthening institutional coordination, enhancing monitoring capacity, and developing a digitalized reporting system to ensure transparency and accountability in the employment of foreign labor in West Java.</em></p>

<p><em>This study, entitled “Implementation of Government Regulation Number 5 of 2021 on Risk-Based Business Licensing through the Online Single Submission (OSS) System in Bandung City (2023–2024)”, aims to analyze how the OSS system functions as a digital governance instrument to simplify business licensing in Indonesia. The study applies the policy implementation theory of Meter and Horn (Subarsono, 2005) which emphasizes five key indicators: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication, and the social, economic, and political environment. Using a qualitative descriptive method, data were collected through in-depth interviews, observation, and documentation with key informants from the DPMPTSP (Investment and One-Stop Integrated Services Agency) of Bandung City and business actors.</em></p> <p><em>The results show that the OSS system in Bandung has succeeded in improving licensing transparency and accessibility but still faces structural, technical, and human resource limitations. Integration across institutions remains suboptimal, while digital literacy gaps among small business owners hinder system effectiveness. Efforts such as public assistance, helpdesks, and local application innovations (Hay.U Bandung and GAMPIL) have contributed to performance improvement, yet challenges remain in communication coordination and system synchronization. This study concludes that the effectiveness of OSS implementation depends on institutional synergy, technological readiness, and the digital competence of implementers and users.</em></p>

<p><em>This study aims to analyze the effectiveness of the policy on Retribution for Map Printing Costs of Building Changes implemented by the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Bandung City. Using Steers’ (1985) theory of effectiveness, the research focuses on three key dimensions: goal achievement, integration, and adaptation. This study employs a qualitative descriptive approach, supported by interviews, documentation, and observation to identify the extent to which the retribution policy achieves its objectives, supports organizational synergy, and adapts to external and internal changes in public service management.</em></p> <p><em>The findings reveal that the implementation of the retribution policy has generally achieved its primary goal of increasing non-tax local revenue (PAD) through the optimization of administrative services in map printing for building change permits. However, challenges remain in bureaucratic coordination, public awareness, and digital adaptation of service processes. Integration among implementing units is still suboptimal, particularly between DPMPTSP, the Regional Financial Agency (BKAD), and the Cipta Karya Office. The study concludes that policy effectiveness depends not only on regulatory clarity and administrative compliance but also on organizational adaptability and responsiveness to technological and societal changes.</em></p>

<p><em>This study aims to analyze the role of the Department of Social Affairs and Community Empowerment (Dinsospermades) in developing the Village Joint Business Entity Program (Badan Usaha Milik Desa Bersama or BUMADes) in Banyumas Regency. The research uses the role theory proposed by Horoepoetri and Santosa (2003), which includes five dimensions: role as policy, strategy, communication tool, dispute resolution mechanism, and therapy. The study employed a descriptive qualitative approach, using interviews, observations, and documentation as data collection techniques.</em></p> <p><em>The findings show that Dinsospermades plays an important role as a facilitator, mediator, and supervisor in the development of BUMADes. The department has succeeded in promoting inter-village cooperation and creating an institutional framework that supports local economic growth. However, the implementation of its roles is still constrained by limited human resources, uneven institutional capacity across villages, and low community participation. The study concludes that optimizing the institutional role of Dinsospermades is essential for strengthening BUMADes as a sustainable rural economic institution.</em></p>

<p><em>This study aims to analyze the implementation of the Jakarta Smart City (JSC) policy in realizing responsive public services through the Citizen Relation Management (CRM) application in South Jakarta in 2023. Using Van Meter and Van Horn’s implementation theory, which includes six dimensions—standards and policy objectives, resources, communication among organizations, implementing agent characteristics, social-political-economic conditions, and implementers’ disposition—this study employs a qualitative descriptive method with data collected through interviews, documentation, and observation. The results show that the implementation of the Jakarta Smart City policy through CRM has improved the responsiveness of public services, particularly in handling public complaints and feedback. However, challenges remain, including limited human resources, uneven digital literacy among citizens, and the need for more effective coordination between agencies. The study concludes that while CRM enhances government-citizen interaction and supports the realization of digital governance, optimization requires continuous technological adaptation, interagency collaboration, and citizen engagement strategies. This research contributes theoretically to public policy implementation studies and practically to improving smart governance practices in urban public service systems.</em></p>
