PENGARUH PARTISIPASI MASYARAKAT TERHADAP PELAKSANAAN PEMBERDAYAAN MASYARAKAT DALAM PROGRAM KAMPUNG HIJAU DI DESA CIKOLE KECAMATAN LEMBANG KABUPATEN BANDUNG BARAT

Abstract

This article examines the influence of community participation on the
implementation of community empowerment within the Green Village Program in
Cikole Village, Lembang District, West Bandung Regency. The study is grounded in
environmental issues at the village level, particularly the lack of consistent waste
sorting practices, limited community awareness, and the absence of a final waste
disposal facility in Lembang District. The Green Village Program is positioned as an
environmental-based community empowerment initiative that requires active citizen
involvement to improve waste management, strengthen local institutions, and create
a cleaner, healthier, and more sustainable village environment. This research uses a
quantitative approach with an explanatory research design. The population consists
of 5,655 households in Cikole Village, and the sample includes 98 respondents
determined using the Taro Yamane formula with a 10% margin of error. Data were
collected through questionnaires using a Likert scale and analyzed through
descriptive statistics and simple linear regression. The analysis applies Plummer’s
community participation factors, including knowledge and skills, occupation,
education level, gender, and cultural beliefs. Community empowerment is analyzed
using Mardikanto and Soebianto’s empowerment strategy, consisting of human
resource development, institutional development, community capital accumulation,
productive business development, and the provision of appropriate information. The
findings show that community participation is categorized as fairly good with an
achievement score of 62.65%, while the implementation of community empowerment
is also categorized as fairly good with an achievement score of 65.19%. The
regression test shows that community participation has a positive and significant
influence on community empowerment, indicated by a t-value of 23.564, which is
higher than the t-table value of 1.66088, and a p-value of 0.000 < 0.05. The coefficient
of determination reaches 0.853, meaning that 85.3% of the variation in community
empowerment can be explained by community participation, while the remaining
14.7% is influenced by other factors. This article concludes that active community
participation is a dominant factor in strengthening the effectiveness and
sustainability of the Green Village Program in Cikole Village.
