STRATEGI DINAS PERHUBUNGAN DALAM MANAJEMEN PENANGANAN KEMACETAN SEBAGAI UPAYA PENINGKATAN PELAYANAN KEBUTUHAN LALU LINTAS DI KABUPATEN MAJALENGKA
Abstract
Strategy of the Transportation Agency in Congestion Management as an
Effort to Improve Traffic Needs Services in Majalengka Regency" was chosen
because the strategy implemented by the Transportation Agency of Majalengka
Regency in serving traffic needs related to congestion management has not been
maximized. The theory used in this study is the theory of strategy proposed by
Chandler (Rangkuti, 2001:3) with indicators including long-term goals and
directions, follow-up programs, and resource allocation priorities. The research
method used is a qualitative approach with data collection methods including
interviews, observations, and documentation, with the main informants being
the Head of Traffic Division of the Transportation Agency of Majalengka
Regency, the general public who use roads, and public transportation drivers
who use the route.
Based on the results of this study, it was found that the program to
overcome traffic congestion in Majalengka Regency has been with the
established standard operating procedure (SOP), in the standard operating
procedure, the Majalengka Regency Transportation Agency held meetings to
discuss programs that would be implemented short-term and long-term
programs, after the program was decided, the program was realized even
though it was indicated that it was not yet optimal. Follow-up programs in the
traffic service strategy include controlling sections, one-way roads, and
controlling intersections. And in carrying out tasks in accordance with the
vision and mission of the elected regional head and the vision and mission of the
Agency that have been established, the Majalengka Regency Transportation
Agency has provided human resources such as officers in the field even though
the quality of supporting resources or officers is not yet optimal.
