IMPLEMENTASI KEBIJAKAN KAWASAN TANPA ROKOK DALAM PEMBATASAN AREA MEROKOK DI KOTA CIMAHI
Abstract
This research is entitled "Implementation of the Smoke-Free Area Policy in Restricting Smoking Areas in Cimahi City." The objective of this study is to analyze and describe how the Cimahi City Regional Regulation No. 9 of 2017 related to Smoke-Free Areas (KTR) is implemented, as well as the government's follow-up actions in its enforcement. The theory used, according to George Edward (as cited in Leo Agustino, 2016), states that policy implementation is influenced by communication, resources, disposition, and organizational structure. The research method used is qualitative, with data collection techniques including literature review and field studies. The focus of this study is on the effectiveness of the KTR policy implementation and the challenges faced in its execution in Cimahi City. The results indicate that although the KTR regulation has been issued, its implementation on the ground is still not optimal. Several hindering factors include a lack of socialization to the public, weak supervision, and inconsistent enforcement of sanctions. As a result, many people continue to smoke in areas that are supposed to be smoke-free. This research provides recommendations for the government to improve socialization, supervision, and enforcement of sanctions to enhance the effectiveness of the KTR policy in Cimahi City.
