IMPLEMENTASI PROGRAM PENDEWASAAN USIA PERKAWINAN (PUP) DALAM MENEKAN ANGKA PERNIKAHAN DINI DI KABUPATEN BANDUNG BARAT

Abstract

Based on the results of the preliminary field research conducted by the researcher, the implementation of the Marriage Age Delay Program (PUP) has not been fully in line with the program's objectives. This is because there are still obstacles and problems in the implementation process. In the community, there is still a high rate of early marriage and unwanted pregnancies, as well as a lack of socialization of the PUP program to the community, which impacts the community's understanding of the negative impacts of early marriage. This study uses the theory of Charles O. Jones, which states that there are three pillars of activity in running a program, namely organization, interpretation, and application. The research method is descriptive with a qualitative approach. The data collection techniques used were observation, interviews, and documents. The number of informants in this study was 10 people. The data analysis technique is data reduction, data presentation, and data conclusion. Based on the research results, the PUP program has not been running optimally due to a lack of communication between the implementers and the community, as well as uneven socialization. Although the understanding of the implementers with other stakeholders is already good, communication with the policy targets is still minimal and the socialization techniques have not been accepted by all communities. The implementation of the PUP program is hindered by low community participation and the continued perception that marriage is a solution to various problems.
