Abstract

This research examines the “Village Head’s leadership style in increasing community participation in development in Cipatat Village Cipatat District West Bandung Regency.” The study is motivated by the dominance of village government proposals in development planning and the declining level of community involvement following village development deliberation meetings. Community participation is essential for successful village development, as it reflects awareness, responsibility, and a sense of ownership among residents. However, in Cipatat Village, participation remains limited, particularly during the implementation and supervision stages of development programs. The research focuses on how the Village Head’s leadership style contributes to encouraging community participation. This study aims to analyze the leadership approach applied by the Village Head using Bass’s transformational leadership theory, which includes idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. A qualitative descriptive method was employed, with data collected through observation, interviews, and documentation. Data analysis was conducted through data reduction, data display, and conclusion drawing. The findings show that the Village Head’s leadership has created space for community involvement, especially at the planning stage. However, the implementation of transformational leadership has not been fully optimal, as community participation tends to be formal and has not been consistently sustained throughout all stages of village development.
