Abstract

The research problems consist of both general and specific labor issues within the employment context of Cimahi City. These problems include a persistently high unemployment rate, a mismatch between the competencies of job seekers and graduates and the actual needs of industry, as well as suboptimal collaboration among relevant stakeholders. In addition, public participation in several training programs remains limited, and participant commitment to completing the training process is not yet fully consistent, which affects the effectiveness of workforce empowerment programs. This study applies a descriptive qualitative method. Data were collected through literature review, field observation, and in-depth interviews with nine informants. Qualitative data analysis was conducted through data reduction, data presentation, and conclusion drawing with verification. The results indicate that the empowerment of local job seekers through competency-based training implemented by the Department of Manpower of Cimahi City has been carried out in a structured and adaptive manner and is capable of addressing local employment challenges. Therefore, competency-based training is considered relevant and contributes positively to improving skills, employability, and self-reliance of job seekers. Nevertheless, continuous strengthening is still needed, particularly in enhancing participant involvement, improving stakeholder synergy, and ensuring sustainable post-training support to maximize its impact on unemployment reduction.
